<br />City of Pleasanton P6621.002.000 <br />Storm Damaged Repair Sites March 7, 2024 <br />PROPOSAL FOR ENGINEERING DESIGN SERVICES Latest Revision March 25, 2024 <br /> Page 2 <br /> <br />Phase 002 – Basis of Design Reports <br /> <br />ENGEO will complete geological, geomorphic, and hydrologic concept designs of each area in a <br />Basis of Design report. The reports will describe the proposed repairs and describe how impacts <br />to jurisdictional waterways will be minimized. We recommend for each project that a 30 percent-to <br />65 percent engineering improvement plan be generated with the submittals to the resource <br />agencies and turned in with the Basis of Design reports so that a preliminary impact assessment <br />and mitigation plan be generated. Basis of Design reports can be turned into FEMA engineering <br />reports for repairs seeking FEMA funding after regulatory agency approvals have been granted. <br /> <br />These reports will discuss approximate limit of impacts to jurisdictional waterways, approximate <br />construction methods to be used, and preliminary volumetric and linear impact quantities of cut <br />and fill materials that can be used for environmental permitting purposes. We expect to produce <br />two reports, one for the CS Project and one for the Bernal Project. For the Vineyard Outfall repair <br />project, MacKay and Somps will provide a portion of the hydraulic analysis. <br /> <br />For the Bernal Project, the trail repair will require a geotechnical investigation and a soldier pile <br />wall design. We will plan to drill three borings to a depth of 30 feet, which we believe is the <br />approximate extent to which the foundations of the soldier pile wall will extend. Geotechnical <br />recommendations will be included in our Basis of Design Report. <br /> <br />Phase 003 – Cultural Resources Evaluation <br /> <br />EDS will prepare a cultural resource evaluation for each site, with the exception of the Sassafras <br />repair which appears to not have a nexus with Waters of the United States. The cultural resources <br />evaluation will be required for each project for conformance with CEQA guidelines and <br />Section 106 of the National Historic Preservation Act (NHPA). EDS will prepare maps for the <br />studies, including location maps that depict the Project sites on USGS 7.5-minute quadrangles, <br />Area of Potential Effect (APE) maps, survey coverage maps, and any other maps necessary for <br />research or documentation purposes. GPS data processing includes post-processing any <br />GPS-collected field data and incorporating GPS-collected field data into ArcGIS for mapping <br />purposes. EDS will complete a record search at the Northwest Information Center (NWIC) of the <br />California Historical Resources Information System (CHRIS) located in Rohnert Park, California, <br />to obtain and review information about previously recorded cultural resources within the Project <br />Areas and within 0.25 mile of the Project Areas, or a greater distance if warranted by the paucity <br />of cultural resource information within 0.25 mile. The research will consist of reviewing historical <br />maps, aerial photographs, and other information to assist in assessing the potential/sensitivity of <br />the Project Areas to contain buried archaeological resources that could be encountered during <br />ground-disturbing activities associated with the Projects. A final report will be submitted for each <br />project to the USACE as part of their Federal Review of the project. <br /> <br />Phase 004 – Biological Resources Technical Report <br /> <br />WRA will prepare two biological resources technical reports (BRTR) to support regulatory permit <br />applications and the CEQA document. The BRTRs will be completed at a level of detail necessary <br />to provide sufficient information to enable preparation of a CEQA document and regulatory permit <br />applications. The BRTRs will discuss the results of the literature search and site visits and will <br />provide information on the known or potential habitat at the site for any special-status plant and <br />wildlife species.
