Page 2 of 5 <br />on January 9, 2023. <br /> <br />City staff and on-call vendors performed work to clear debris and sediment from various <br />damaged sites to restore a majority of the areas to pre-disaster or better conditions prior to the <br />start of the 2024 rainy season. However, nine of the more severely damaged sites require <br />permanent repair and mitigation. Temporary measures were put in place until permanent <br />repairs could be designed and constructed. <br /> <br />DISCUSSION <br />City staff worked with FEMA (Federal Emergency Management Agency), the California <br />Governor's Office of Emergency Services (Cal OES) and the City’s on-call consultants to <br />complete site damage assessments and identify the scope of work for locations requiring <br />permanent repairs. The FEMA-approved permanent projects are anticipated to be reimbursed <br />to the City at approximately 75 percent of the total project costs. The costs for the FEMA <br />approved work completed within the first 60 days is anticipated to be fully recovered through <br />FEMA and state grants, and the City is in the process of completing several of the necessary <br />applications. It is unknown when the reimbursements from FEMA and the state will be <br />received. Notably, the City is still collecting reimbursements for the 2017 storm events. <br /> <br />The following locations need permanent repairs and/or improvements to prevent future <br />damages: <br /> <br />FEMA Funded Projects <br />East Vineyard Detention Pond Outfall Repairs, CIP No. 24676 <br />Design and construct the replacement of the outfall and banks for the East Vineyard Detention <br />Pond, including approximately 24 linear feet of damaged/lost 24-inch reinforced concrete pipe. <br />The work will take place at the outfall located off of Vineyard Avenue between Manoir Lane <br />and Safreno Way. The outfall channel bank will be stabilized to prevent further erosion and is <br />anticipated to require mitigation work due to the work within the channel. The estimated total <br />cost of this project is $610,00 including the permitting, design and construction. ENGEO will <br />perform the design and permitting support services. <br /> <br />Oak Tree Farm Outfall Repairs and Channel Stabilization, CIP No. 24677 <br />The project will reconstruct the channel bank at the Oak Tree Farm storm drain outfall and <br />includes stabilization of the banks, installation of heavy rip rap and modifications to the existing <br />outfall structure to dissipate energy. The Oak Tree Manor storm drain collects and discharges <br />stormwater to a nearby channel. Intense rain, surface runoff, and flow from outfall caused <br />damage to the heavy rip rap and erosion of the channel, causing incising and bank loss. The <br />project is near Verona Bridge, between Foothill Road and Pleasanton Sunol Road. The <br />estimated total cost of this project is $630,000 including the permitting, design and <br />construction. ENGEO will perform the design and permitting support services. <br /> <br />Augustin Bernal Trail Creek Crossing Culverts and Retaining Wall, CIP No. 24678 <br />The project will upgrade culvert crossings at three separate locations within Augustin Bernal <br />Park and install a retaining wall to mitigate further loss of the Valley View trail from a landslide. <br />The existing trail culvert crossings are undersized and heavy rain and surface water damaged <br />and clogged the culvert headwalls and outfalls. The estimated total cost of this project is $1.3 <br />million including the design and construction.
