City of Pleasanton P6621.002.000
Storm Damaged Repair Sites March 7, 2024
PROPOSAL FOR ENGINEERING DESIGN SERVICES Latest Revision March 25, 2024
Page 7

• EO 11990 Wetlands 8-step Process
• CZMA CC/Negative Determination
• Section 7 ESA
• NHPA Section 106
• FLPA Farmland Conversion Form AD-1006
• CAA General Conformity Determination
• Migratory Bird Treaty Act
• Fish and Wildlife Coordination Act
• Magnuson-Stevens Fishery & Management Act

It is assumed the Checklists will be sufficient to facilitate the preparation of a NEPA Categorical
Exclusion for each federally-funded project by FEMA and Cal-OES. If a NEPA Environmental
Assessment is required for either of the federally-approved projects then WRA will prepare a
separate proposal for that increased level of NEPA analysis.

Phase 11 – Engineering Plans, Specifications and Estimates

We estimate that the plans for the projects will consist of the following.

• Improvement plans
• Drainage infrastructure and details
• Wall profiles (Augustin Bernal trail repair)
• Tree replacements and mitigation areas
• Erosion Control Measures and Temporary Access routes
• Notes and Cover Sheet
• Fencing replacement plans (if applicable)

We will submit two packages of 65 percent of the plans to the City and the resource agencies for
review. We will subsequently submit 90 percent and 100 percent plans based on the 65 percent
review. We will provide specifications and estimates based on the 100 percent design for bidding
purposes. We assume these projects will not require a formal Stormwater Pollution Prevention
Plan and will disturb less than an acre. We will provide erosion control plans for each project.

Phase 12 – Project Bidding Phase.

We have provided a modest budget to answer questions during the bidding process. We can
provide a separate proposal for construction and post-construction related services after
regulatory permits have been issued.

Phase 13 – Sunol Boulevard / Sycamore Road Typical Intersection Storm Drain
Realignment Feasibility Study

We understand that the City of Pleasanton is also requesting a study to potentially realign a
portion of City-owned storm drain near the intersection of Sycamore Road and Sunol Boulevard.
The storm drain transmits a portion of Sycamore Creek from the North Sycamore Planning Area
to an outfall on the northern side of Sunol Boulevard near the Thermo Fisher Scientific Building
complex. We understand that this storm drain is prone to clogging given the amount of debris flow
DocuSign Envelope ID: 9D598DAC-5F24-41FA-B827-97D013A47ECADocuSign Envelope ID: CEB20404-63F8-4DC5-AE6A-C5FC89DB6F87
