Any riparian areas or other sensitive habitat areas will also be described and <br />mapped. Based on the Appendix G CEQA Checklist questions regarding biological resources and <br />the findings described above, an analysis of potential impacts and mitigation measures will be <br />prepared to address those issues. As such, a high-level Project Description will be required for <br />each BRTR. The BRTR analysis will be in sufficient detail to provide information suitable for CEQA <br />and will be supported by mapping exhibits to facilitate clarity among the disparate sites. <br />Furthermore, the BRTR will outline additional biological survey needs by site, including <br />recommendations. <br /> <br />Phase 005 – Aquatic Resources Evaluation <br /> <br />Based on our review of the RFP materials, personal familiarity with many of the identified storm <br />damage repair locations, and that the nature of the repairs are typically associated with streams <br />or drainages, regulatory agencies will require a jurisdictional wetland delineation of each Project <br />site. In some cases, features may be determined to be non-jurisdictional based on their status, <br />use, and maintenance as stormwater control features. In addition, the 2023 Conforming rule may <br />affect the Corps-jurisdictional nature of wetlands and/or waterways. Documentation for each <br />project site will need to be provided to show that a thorough analysis has been completed. WRA <br />biologists will visit the sites to assess and document the presence of wetlands, jurisdictional <br />boundaries of streams and drainages, and other aquatic resources potentially subject to state <br />and/or federal jurisdiction. The fieldwork will be conducted in conformance with the routine <br />methods described in the 1987 Corps of Engineers Wetlands Delineation Manual and 2008 Arid <br />West Regional Supplement <br /> <br />Fieldwork will consist of site inspections to each of the project sites determine the presence of <br />hydrologic, soil, and vegetation indicators. For non-wetland aquatic features (i.e., streams), WRA <br />will determine the location of the ordinary high water mark (OHWM). All wetland and non-wetland <br />aquatic feature boundaries will be mapped using handheld GPS equipment with sub-meter <br />accuracy. Should wetlands be present within the analysis area, sample points will be taken; the <br />number of sample points will be determined by the extent and number of wetland areas. Paired <br />sample points (one wetland and one upland) will be taken at the selected locations sufficient to <br />document the extent of the wetlands on the site. Soil inspections will consist of digging shallow <br />(12- to 16-inch-deep) pits at a number of locations at the site to inspect for hydric soil <br />characteristics. Vegetation and hydrology indicators will be observed on the surface of the soil. <br /> <br />WRA will prepare a report for the CS Project and for the Bernal Project describing the methods <br />and results of the fieldwork, as well as the associated regulatory context. WRA will provide the <br />GIS ShapeFiles associated with the delineation. <br /> <br />Phase 006 – Biological Assessment <br /> <br />Based on previous work WRA completed for the City SMP, we anticipate storm repair project sites <br />may have potential to support federally-protected species such as California red-legged frog <br />(CRLF), California tiger salamander (CTS), and Alameda whipsnake (AWS). A Section 7 <br />Biological Assessments may be required to enable Corps Section 404 permitting. The subsequent <br />consultations would be required for Section 7 consultation with the U.S. Fish and Wildlife Survey <br />(USFWS) and National Marine Fisheries Service (NMFS) under the ESA.
