This work will be covered by cost savings
from the design under the original contract.
The current schedule for procurement and installation of the prepackage booster station is
spring 2025. The City is currently renting pumps from Rain for Rent, which are located at
Turnout 4, to be used if the water system requires additional pressure during demand peaks.
The rental contract will be extended for six months beyond the current lease’s end date to
spring 2025, when the new booster station can manage system requirements, for an additional
amount of $62,400 for a new not-to-exceed amount of $262,400.
Carlson Management, Inc., will provide resident engineering services for the project under their
existing on-call construction management agreement for an estimated $330,000. Materials
testing services will be provided for an estimated $50,000 under the City’s existing on-call
materials testing agreements. These services include required testing of the materials used for
backfill and compaction of the trenches associated with the pipeline installation.
Zone 7 Cathodic Protection
Zone 7 was planning to install cathodic protection test stations on its Zone 7 transmission main
on Hopyard Road in 2025. However, Hopyard Road is scheduled to be repaved this summer
in 2024) as part of the Annual Resurfacing Program which will then have a seven-year
moratorium for disturbing the new pavement. With this, Zone 7 has expedited the project
design and is requesting the City’s contractor JMB Contractor perform the cathodic work prior
to the City’s paving project. Similar work is already included in the City’s project scope and the
City will request a proposal for the added Zone 7 work upon completion of the design (which
Zone 7 will review and approve). The City would be reimbursed under the existing joint powers
reimbursement agreement between Zone 7 and City for any costs associated with Zone 7
work. Staff recommended adding an additional $100,000 in project contingency to cover any
reimbursable work performed on behalf of Zone 7.
Schedule
The start of construction will begin in April 2024 and be completed in late December 2024. The
contractor will then remobilize to install the prefabricated booster station when available in late
spring 2025. The work will not impact the ability of the City to meet the seasonal peak water
demands during construction.
EQUITY AND SUSTAINABILITY
Staff followed the City Procurement Policy for purchasing procedures as these types
of projects are routine matters of City business.
OUTREACH
Construction notices will be sent to adjacent residences and businesses prior to the start of
construction and shared on the City's messaging platforms and website.
STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing
Page 96 of 228
DocuSign Envelope ID: 7FAA54C3-9A1A-4C50-9AAD-7467E7B73787
