IN THE AMOUNT <br />OF $7,852,150 FOR THE NEAR-TERM WATER IMPROVEMENTS PROJECT, CIP <br />NO. 24171 AND BUDGET AMENDMENTS IN THE WATER OPERATING FUND <br />AND THE WATER REPLACEMENT CAPITAL FUND <br />SUMMARY <br />The Near-Term Water Improvements Project, CIP 24171 combines the Turnout 4 <br />Replacement and Booster Station and Stoneridge Drive 24-Inch Potable Water Main (F-1 <br />Line), CIP No. 24171, and the Sunol Boulevard 20-Inch Water Main (F-7 Line), CIP No. 24173. <br />The combined projects are the remainder of the three capital improvement projects required to <br />maintain a balanced water system in response to the limited availability of water from City- <br />owned wells caused by the presence of PFAS in the aquifer, to meet future demands, and to <br />improve the reliability of the system. <br />Work on Stoneridge Drive will occur from Johnson Drive to Hopyard Road and include <br />installation of approximately 3,200 linear feet of 24-inch fusible PVC water main pipe; 450 <br />linear feet of ductile iron pipe ranging in diameter from 18 to 24 inches; site preparation for <br />installation of a new prefabricated booster station, being procured separately; and installation <br />of the prefabricated booster station with a new Zone 7 connection, once fabrication is <br />complete. Work on Sunol Boulevard will extend from Sycamore Road to Bernal Avenue and <br />include the installation of 4,500 linear feet of 20-inch ductile iron pipe connecting to the existing <br />City system at each end. The project was designed, reviewed, and approved by City staff and <br />competitively bid. Six bids were received on February 22, 2024, and staff recommends <br />awarding the project to the lowest responsible bidder, JMB Construction, Inc. of South San <br />Francisco, in the amount of $7,852,150 for the Near-Term Water Improvements Project, CIP <br />Nos. 24171. In addition, staff recommends approving various consultant contract amendments <br />and task authorizations for construction support services. <br />RECOMMENDATION <br />Approve plans and specifications, review bids, and award a construction contract to JMB <br />Construction, Inc. in the amount of $7,852,150 for the Near-Term Water Improvements Project, <br />CIP No. 24171 and budget amendments in the Water Operating Fund and the Water <br />Replacement Capital Fund. <br />1. Authorize the City Manager to enter into the project contract. <br />2. Authorize the Director of Public Works, or authorized staff, to approve and execute <br />contract change order(s) for a contingency amount of $1,280,000 (approximately 15 <br />percent of the contract and $100,000 for Zone 7 work) for unforeseen yet necessary <br />related work. <br />3.
