Resolution No. 2024-022 <br /> Page 19 of 30 <br /> 78. PREMISES IDENTIFICATION: Address numbers shall be installed on the front or primary <br /> entrance for all buildings. Minimum building address character size shall be 12-inch high by <br /> 1-inch stroke. In all cases address numerals shall be of contrasting background and clearly <br /> visible in accordance with the Livermore-Pleasanton Fire Department Premises Identification <br /> Standards. This may warrant field verification and adjustments based upon topography, <br /> landscaping or other obstructions. <br /> 79. RESIDENTIAL — NEW CONSTRUCTION: The following items shall be provided prior to any <br /> construction above the foundation or slab. <br /> a. Emergency vehicle access shall be provided to the site (tract), including areas where <br /> construction is occurring. <br /> b. Designated construction material storage and construction worker parking shall not <br /> obstruct the emergency vehicle access route(s). <br /> c. On-site fire hydrants shall be in service. Fire hydrants shall be flushed and all valves <br /> open. <br /> 80. FINAL INSPECTION: Prior to request for final inspection, all access roads, on-site access <br /> and fire hydrants shall be provided. All fire hydrants shall be accepted, inspected and tested <br /> to applicable City Standards. <br /> ENGINEERING DIVISION - 925-931-5650 <br /> Project Specific Conditions of Approval: <br /> 81. WATER NETWORK ANALYSIS. Capacity in the City's potable water network to serve the <br /> subject development has been verified by the City's consultant, Akel Engineering Group <br /> according to their final Technical Memorandum dated September 2023. The memo discloses <br /> expected potable water pressure and flow at various points within the proposed network. <br /> This data shall be used to design/size the fire protection systems and domestic services for <br /> each building. <br /> 82. ASBESTOS & LEAD. Section 10.6 of the Phase 1 Environmental Site Assessment by <br /> Cornerstone Earth Group states, "...Due to the age of the on-Site structures, building <br /> materials may contain asbestos..." and Section 10.7 states "...Based on the age of the <br /> existing buildings, lead-containing paint may be present..."As such, the applicant shall submit <br /> an asbestos and lead survey and follow required abatement as necessary prior to issuance <br /> of Building Permit for demolition of the existing building. <br /> 83. POLYCHLORINATED BIPHENYLS (PCBs). Provision C.12.f and .g of the Municipal <br /> Regional Stormwater Permit (MRP) that governs stormwater discharges within Alameda <br /> County requires PCB-containing building materials to be properly managed during <br /> demolition. To determine whether special assessment, removal, and disposal practices are <br /> warranted for the subject development, the applicant shall complete and submit a "PCBs <br /> Screening Assessment Form" available from the City prior to Building Permit issuance. <br /> Completion of form may reveal that sampling and analysis of building materials are required <br /> together with reporting to the San Francisco Bay Regional Water Quality Control Board <br /> and/or U.S. Environmental Protection Agency. The form requires the applicant to certify <br /> compliance with all applicable laws and regulations. <br /> 84. GEOTECHNICAL ISSUES. Referring to the Cornerstone Earth Group Geotechnical <br /> Investigation, the following recommendation shall be addressed on the Building Permit plans: <br />
