MILITARY EQUIPMENT USE REPORT 2023 <br /> <br />Equipment Name: Penn Arms 40mm Launcher anticipated to arrive in 2024. <br />Sought: 2, Approved to purchase in 2023 Lifespan: Approximately 15 years <br />Equipment Capabili/es: Launches 40mm projec'les, can be loaded with six round and with various <br />types of projec'les. <br />Manufacturer Product Descrip/on: The Model P540-1CER Launcher is a mul'-shot, PUMP launcher <br />with a six-shot capacity. It is designed to deliver less lethal muni'ons. <br />Purpose/Authorized Uses: The 40mm launchers can be used as a less-than-lethal impact device. This <br />is the intended use for patrol purposes by trained personnel. They can also deliver chemical agents. <br />Use for chemical agent deployment must comply with Department Policy and are currently restricted <br />to use by members of the SWAT Team. <br />Fiscal Impacts: The ini'al purchases of the launchers will be approximately $6,500. <br />Annual Maintenance: None <br />Personnel Cost: Unknown currently. <br />Legal/Procedural Rules Governing Use: All use of force applica'ons is governed by state law <br />(including Penal Code sec'on 13652) and Pleasanton PD Policy Sec'ons 300 and 308. <br />Training Required: Officers must be trained on use of the launchers by a cer'fied instructor. <br />Other Notes: PPD will be acquiring two mul/-pump launchers. The launchers will be <br />u/lized as a less lethal device and stored in the patrol supervisor vehicles. They will only be <br />loaded with impact less lethal rounds. Launchers will be painted orange to iden/fy them as <br />less lethal devices. <br /> <br />41
