MILITARY EQUIPMENT USE REPORT 2023 <br /> <br />Distrac>on Devices <br />Equipment Name: Combined Tac'cal Systems Model 7290 Single Flash Bang <br />Quan/ty Owned/Sought: Up to 50 owned Lifespan: Approximately 5 years <br />Equipment Capabili/es: Causes a noise and flash distrac'on. <br />Manufacturer Product Descrip/on: The CTS 7290 is the standard for diversionary devices. It produces <br />a 165-180db and 6-8 million candelas of light output. The patented design of the 7290, incorporates a <br />por'ng system that eliminates movement of the body at detona'on even if the top or boiom of the <br />device should be in contact with a hard surface, in addi'on, internal adjustments have greatly reduced <br />smoke output <br />Purpose/Authorized Uses: To provide a distrac'on during high -risk events such as forcibly entering a <br />structure during a high-risk apprehension. <br />Fiscal Impacts: The cost of the devices is $51 plus tax and shipping and are ordered in cases of 12. <br />Annual Maintenance: $1,224, general fund <br /> Personnel Cost: Approximately $7,000. This cost reflects a year of required training for personnel <br />assigned to the SWAT Team. <br />Legal/Procedural Rules Governing Use: ATF regula'ons govern the use and storage of the devices. <br />Their use is currently limited to trained members of the SWAT Team or former members who have <br />been trained on their use. Following best prac'ces, these are deployed to exterior loca'ons where the <br />deployment area is visible by the officer. Only under extremely exigent circumstances would they be <br />used in an interior sepng. <br />Training Required: Only officers who have received training from a cer'fied instructor may use the <br />devices.
