MILITARY EQUIPMENT USE REPORT 2023 <br /> <br />Equipment Name: Primary Weapons Systems (PWS) MK111 Rifles <br />Quan/ty Owned/Sought: 12 owned Lifespan: Approximately 7 Years <br />Equipment Capabili/es: Capable of firing .223 caliber ammuni'on <br />Manufacturer Product Descrip/on: The PWS MK1 MOD 2-M line features the PWS long stroke piston <br />system. While the internals remain the same as other PWS lines, the MK1 MOD 2-M offers a variety of <br />features exclusive to this line. Star'ng with patent pending PicLok technology on the free float <br />handguard, users are able to mount either Pica'nny or MLOK accessories on the front of their firearm. <br />Moving to the fully forged upper and lower receivers, the cra`smanship of this rifle can be easily <br />recognized. Elimina'ng forward assist, adding a flared mag well and built-in trigger guard, among <br />other specific add-ons, the MK1 MOD 2-M takes high end firearms to a new level. <br />Purpose/Authorized Uses: The PWS rifles serve the same func'on as patrol rifles. They allow officers <br />to address lethal threats with precision from a distance. Compared to handguns, they are more <br />accurate at greater distances and can penetrate most body armor. The PWS rifles are issued to <br />members of the SWAT team. <br />Fiscal Impacts: The ini'al purchase price for the PWS rifles was $18,000 for twelve rifles in 2014. <br />Annual maintenance costs are approximately $150 for baieries, parts and cleaning supplies. <br />Annual Maintenance: $500 <br />Personnel Cost: Approximately $85,000. This cost reflects a year of required training for personnel <br />assigned to the SWAT Team. <br />Legal/Procedural Rules Governing Use: PPD Policy 312.4.4 covers deployment, use, care, and <br />maintenance of rifles. In addi'on, there are a mul'tude of California Penal Code sec'ons that also <br />apply to the transporta'on, care, and maintenance of assault rifles. Only officers who have completed <br />a P.O.S.T. cer'fied patrol rifle course may be issued a rifle. A qualifica'on course must be completed by <br />each officer at least annually. <br />Training Required: Officers must complete a P.O.S.T. cer'fied course to be issued a rifle. These courses <br />are a minimum of 16 hours of instruc'on on use, deployment and maintenance of the rifles. P.O.S.T. <br />also requires four hours of tac'cal firearm instruc'on every two years for officers and this training is <br />facilitated by P.O.S.T. cer'fied rifle instructors. SWAT Team members who are issued the PWS rifles <br />receive addi'onal range training at least monthly. <br />Other Notes: <br />20
