MILITARY EQUIPMENT USE REPORT 2023 <br /> <br /> <br />Rifles <br />Equipment Name: Colt AR-15 Patrol Rifles <br />Quan/ty Owned/Sought: 73 owned Lifespan: Approximately 15 years <br />Equipment Capabili/es: Capable of firing .223 caliber ammuni'on <br />Manufacturer Product Descrip/on: The AR-15 rifle is a lightweight, magazine-fed, gas-operated semi- <br />automa'c rifle modeled a`er the famous military classic M4 Rifle. <br />Purpose/Authorized Uses: Patrol rifles allow officers to address lethal threats with precision from a <br />distance. Compared to handguns, they are more accurate at greater distances and can penetrate most <br />body armor. <br />Fiscal Impacts: The ini'al purchase price for the AR-15 rifles is es'mated at approximately $55,689. <br />Purchasing records are not maintained from July of 2000 when approximately 46 rifles were originally <br />purchased. In 2004, 15 addi'onal rifles were purchased at a cost of $725 per rifle. In 2005, two <br />addi'onal rifles were purchased for $807 per rifle and in 2014 an addi'onal ten rifles were purchased <br />for $1100 per rifle. Associated maintenance costs of $250 per year for the AR-15 rifles include <br />replacement baieries, parts and cleaning supplies. <br />Annual Maintenance: $500 general fund <br /> Personnel Cost: Approximately $53,000. This cost reflects a year of required training for personnel <br />assigned a patrol rifle. <br />Legal/Procedural Rules Governing Use: PPD Policy 312.4.4 covers deployment, use, care, and <br />maintenance of rifles. In addi'on, there are a mul'tude of California Penal Code sec'ons that also <br />apply to the transporta'on, care, and maintenance of assault rifles. Only officers who have completed <br />a P.O.S.T. cer'fied patrol rifle course may be issued a rifle. A qualifica'on course must be completed by <br />each officer at least annually. <br />Training Required: Officers must complete a P.O.S.T. cer'fied course to be issued a rifle. These courses <br />are a minimum of 16 hours of instruc'on on use, deployment, and maintenance of the rifles. P.O.S.T. <br />also requires four hours of tac'cal firearm instruc'on every two years for officers and this training is <br />facilitated by P.O.S.T. cer'fied rifle instructors. <br />Other Notes: PPD rifles have a red dot sight aiached to the upper receiver, which allows for quicker <br />target acquisi'on and accuracy. <br />09
