RESOLUTION NO. 2024-019 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON (1) <br /> ACCEPTING THE ANNUAL MILITARY EQUIPMENT REPORT FOR 2023; (2) <br /> DETERMINING THAT THE PLEASANTON POLICE DEPARTMENT'S USE OF <br /> MILITARY EQUIPMENT IN 2023 COMPLIED WITH THE STANDARDS OF APPROVAL; <br /> AND (3) RENEWING THE MILITARY EQUIPMENT USE POLICY <br /> WHEREAS, on July 19, 2022, the City Council adopted Ordinance No. 2238 approving <br /> the Pleasanton Police Department's Military Equipment Use Policy; and <br /> WHEREAS, on March 21, 2023, the City Council adopted Resolution No. 23-1378, <br /> accepting the Pleasanton Police Department's Annual Military Equipment Use Report for 2022. <br /> WHEREAS, the Military Equipment Use Policy and Government Code section 7072 <br /> require the City to publish annually a military equipment report for the prior calendar year which <br /> includes: (1) a summary of how the military equipment was used and the purpose of its use; (2) <br /> a summary of any complaints or concerns received concerning the military equipment; (3) the <br /> results of any internal audits, any information about violations of the military equipment use policy, <br /> and any actions taken in response; (4) the total annual cost of each type of military equipment, <br /> including acquisition, personnel, training, transportation, maintenance storage, upgrade, and <br /> other ongoing costs, and from what source funds will be provided for the military equipment in <br /> the calendar year following submission of the annual military equipment report; (5) the quantity <br /> possessed for each type of military equipment; and (6) if the Police Department intends to acquire <br /> additional military equipment in the next year, the quantity sought for each type of equipment; and <br /> WHEREAS, the Military Equipment Use Policy and Government Code section 7072 also <br /> require that within 30 days of submitting and publicly releasing the annual military equipment <br /> report, the Police Department shall hold at least one well-publicized and conveniently located <br /> community engagement meeting, at which the general public may discuss and ask questions <br /> regarding the annual military equipment report and the Police Department's funding, acquisition, <br /> or use of military equipment; and <br /> WHEREAS, on March 18, 2024, the Police Department posted the Annual Military <br /> Equipment Use Report for 2023 on its website, social medial, and was listed as a public event on <br /> local news outlets; and <br /> WHEREAS, on March 21, 2024, the Pleasanton Police Department held a well-publicized <br /> and conveniently located community engagement meeting, at which the public was given an <br /> opportunity to discuss and ask questions regarding the Annual Military Equipment Use Report for <br /> 2023 and the Police Department's funding, acquisition, or use of military equipment. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDERS AS FOLLOWS: <br /> SECTION 1. The City Council accepts the Annual Military Equipment Use Report for <br /> 2023, attached as Exhibit A. <br /> SECTION 2. Based on the Annual Military Equipment Use Report for 2023, the City <br /> Council determines that each type of military equipment identified in the Report has complied with <br /> the following standards: <br />
