Woodard and Curran Condition Assessment Scope_14Feb24 February 9, 2024 <br />•Estimate the remaining life of key pump station assets per site. This includes pumps, <br />valves, piping, blowers, odor control systems, electrical, etc. based on year installedand/or existing condition. Support systems (e.g. seal water, gas monitoring/life safety <br />systems, or similar) will be assessed as systems rather than individual components. <br />•For force mains, Woodard & Curran will review the results of pipeline testing performedby others and assess apparent force main condition based on this data. Data is <br />expected to include, at a minimum, photographic data and in-situ pipe wall thickness.If data is inconclusive, Woodard & Curran may recommend additional testing. If dataconclusively demonstrates poor force main condition, Woodard & Curran mayrecommend additional testing to determine the extend of the issue or may include acost estimate for repair depending on the presumed extent of the concern. The <br />approach will be determined by the quality of the testing data and the specific forcemain configuration. <br />•Develop cost for identified projects (planning level estimate, AACE International Level5) <br />•Deliver the Draft TM for City review. <br />Subtask 8.4 Deliverables: <br />•Draft Pump Station Condition Assessment and Rehabilitation / Replacement TM <br />Subtask 8.5 Prepare Final Pump Station Condition Assessment TM <br />W&C will deliver the Final Pump Station Condition Assessment TM based on comments provided by the City on the Draft TM submittal. One virtual meeting to review findings and <br />recommendations is assumed. W&C will incorporate comments and submit the Final TM. <br />Task 8.5 Deliverables: <br />•Final Pump Station Condition Assessment and Rehabilitation / Replacement TM(4 hard copies plus electronic files) <br />Task 9 – Prepare Implementation Plan <br />This task involves compiling the recommendations prepared under the prior tasks, prioritizing the projects, and compiling them into a 20-year capital improvement program (CIP). <br />Subtask 9.1 – Refine Project Prioritization <br />For this study, the capacity and condition-related pump station and sewer projects will be prioritized in order to better phase implementation over the 20-year capital planning period. Prioritization will consider risk factors such as magnitude/severity of deficiency, proximity to water bodies, commercial areas or community facilities; as well as potential coordination with <br />other infrastructure projects (including structural rehabilitation projects) and input from City operation & maintenance staff. Other collection system projects identified by the District for <br />inclusion in the CIP will also be included. The prioritization methodology will generally be based on the risk assessment criteria developed in Task 7.
