Woodard and Curran Condition Assessment Scope_14Feb24 February 9, 2024 <br />Task 7.1 Deliverables: <br />•Tables comparing CCTV scoring by W&C and Sewer AI. <br />Subtask 7.2 Evaluate Existing CCTV Databases <br />W&C will review the CCTV inspection database collected under the City’s inspection program and contained in its GIS and CCTV databases. It is assumed that all of the data can be extracted <br />into a single consolidated MS Access database in a NASSCO PACP export format. W&C will link the CCTV data to GIS based on pipe and manhole IDs. Any inspections that cannot be linked will be identified for resolution by the City. W&C will identify also missing information that may be critical for the inspection data analysis. <br />Subtask 7.3 Develop Risk Assessment Methodology and Rehabilitation Decision Process <br />W&C will work with City staff to develop a documented and objective decision process to <br />identify the specific defects requiring maintenance, repair, rehabilitation or replacement along with recommended methods. Additionally, W&C will work with City staff to develop a <br />documented and objective process to assign risk scores to sewer pipes for purposes of prioritizing sewer improvements and future CCTV inspections. The risk assessment will be based on a combination of Likelihood of Failure (LOF) based on CCTV inspection data, sewer material <br />and age, and other relevant factors (e.g., maintenance history); and Consequence of Failure (COF) based on potential impacts on the environment (proximity to water bodies) and community (traffic, land uses, etc.). The risk assessment methodology shall be designed to support the City’s strategies for deciding which pipes should be prioritized for rehabilitation or replacement and shall be focused on the identification of projects that will correct severe <br />structural defects in the system. <br />This risk assessment methodology will be incorporated into the rehabilitation decision as well as an analysis of the type of defects, the quantity of each type of defect, and the severity of the <br />defects identified in each pipe segment based on the CCTV inspection data. <br />W&C will review and seek input on the proposed risk assessment and rehabilitation decision methodology at a meeting with City staff before finalizing the analysis process. <br />Subtask 7.4 – Develop Preliminary Risk Scores for Sewer Pipes W&C will use the results of the City’s CCTV results, as well as data in the City’s GIS and available maintenance history information (locations of hot spots, previous SSOs, blockages, and point repairs) to develop LOF and COF scores for each pipe in the collection system. Where CCTV <br />data is not available, W&C can use a method for surrogate scoring (typically based on sewer material and age) to identify pipes that should be prioritized for CCTV inspection. W&C will review the results at a meeting with City staff. Based on the results and with input from City <br />staff, W&C may make minor refinements to the risk calculations as needed.
