The findings of this work will serve as <br />one source of information to inform the development of the 10-year Capital Improvement <br />Program. The first amendment updated the name of RMC Water and Environment to Woodard <br />& Curran, Inc. following the purchase of RMC Water and Environment. <br /> <br />DISCUSSION <br />The City currently has limited current information about the physical condition of its sewer <br />collection system assets. This amendment will serve two main purposes to remedy this issue: <br />(1) it will analyze the condition of the sewer pipe network by reviewing Closed Caption <br />Television (CCTV) through two methods that include software and review by engineers, and <br />(2) assess the overall condition and estimate remaining life in all lift stations for relevant <br />systems, including building/vaults, electrical, mechanical, instrumentation, life safety systems, <br />coatings, etc. <br /> <br />In addition to the condition assessment, a 10-year Capital Improvement Program will be <br />developed from the findings of the condition assessments, along with the results of the <br />capacity evaluation. Program Elements (projects) will be ranked and prioritized on accepted <br />criteria, such as health and safety, needed by law or regulation, are currently under <br />construction, or are being funded by new development. <br /> <br />Woodard & Curran, Inc., is uniquely qualified, with a proven track record in the industry, to <br />meet the requirements of this scope of work, as it has qualified staff in each of the necessary <br />engineering disciplines. By developing the sewer model, Woodward & Curran has gained <br />specific insight into how the City's sewer collection system is designed and operated. <br /> <br />Staff is proposing to increase the agreement by $282,950, of which $190,773 will come from <br />the Sewer Capacity Evaluation CIP No. 16245, and $92,177 will be transferred from the Sewer <br />System Management Plan CIP No. 22289, from the Sewer Replacement Fund (Fund 431). <br /> <br />EQUITY AND SUSTAINABILITY <br />As a full-service municipality, the City provides a wide range of services and programs to meet <br />the needs of all members of the community. Additional resources, such as consultant support, <br />are necessary to sustain vital City services and programs and support community <br />infrastructure in future years. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Investing <br />in Our Environment, Strategy 8 – Complete the Sewer System Master Plan to reflect current <br />and future operations and identify system improvements and necessary maintenance. <br /> <br />FISCAL IMPACT <br />The anticipated total expenditure for this project is $792,177.
