FOR AN INCREASE OF $282,950 FOR A TOTAL NOT-TO- <br />EXCEED AMOUNT OF $792,177 AND TO EXTEND THE TERM THROUGH FY <br />2024/25 FOR DEVELOPMENT OF THE SEWER COLLECTION SYSTEM <br />HYDRAULIC MODEL, CAPACITY EVALUATION AND RELATED STUDIES, <br />SEWER INFRASTRUCTURE CONDITION ASSESSMENTS, AND DEVELOPMENT <br />OF THE 10-YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) FOR SEWER AND <br />APPROVE BUDGET AMENDMENTS IN THE SEWER REPLACEMENT FUND <br /> <br />SUMMARY <br />In 2022, the City Council awarded a professional services agreement to Woodard & Curran, <br />Inc., to develop the Sewer Capacity Evaluation. The proposed second amendment will conduct <br />condition assessments of existing sewer infrastructure, including sewer pipelines, lift stations, <br />and related facilities. In addition, results from the sewer capacity evaluation will be coupled <br />with findings of the condition assessments to develop the 10-year Capital Improvement <br />Program for Sewer. Work on the Sewer System Management Plan is underway, and a critical <br />component of this work is the sewer collection system hydraulic modeling, a sewer capacity <br />evaluation, sewer infrastructure condition assessments, and the development of a 10-year <br />Capital Improvement Program. To accomplish this, staff is proposing a second amendment to <br />the agreement with Woodward & Curran, Inc. for an increase of $282,950 for a total not-to- <br />exceed amount of $792,177 for these services and to extend the term of this agreement <br />through Fiscal Year 2024/25. <br /> <br />RECOMMENDATION <br />1. Approve the second amendment and authorize the City Manager to execute the <br />amendment to the agreement with Woodard & Curran, Inc.by an increase of $282,950, <br />to an amount not-to-exceed $792,177 for development of a hydraulic model, capacity <br />evaluation, and related studies, sewer infrastructure condition assessments, and <br />development of the 10-year Capital Improvement Program for Sewer and extend the <br />term through FY 2024/25. <br />2. Approve budget amendments in the Sewer Replacement Fund (Fund 431), transferring <br />$92,177 from the Sewer System Management Plan Project (CIP No. 22289) to the <br />Sewer Capacity Evaluation Project (CIP No. 16245). <br /> <br /> <br />BACKGROUND <br />In January 2022, the City awarded a contract for $509,227 to Woodward & Curran, Inc. <br />(formerly RMC Water and Environment) to develop the sewer collection system hydraulic <br />model, capacity evaluation, and related studies.
