Review and provide direction on the Council ad-hoc subcommittee recommendations <br /> regarding the reorganization of the Civic Arts, Human Services, Library, and Parks and <br /> Recreation Commissions <br /> Recommendation: Review and provide direction on the Council ad-hoc subcommittee <br /> recommendations regarding the reorganization of the Civic Arts, Human Services, <br /> Library, and Parks and Recreation Commissions. <br /> Presentation by Heidi Murphy, Director of Library and Recreation. <br /> Mayor Brown opened public comment. The following individuals provided <br /> comment: Janice Coleman Knight, Nancy Harrington, Kelly Cousins, Anne Giancola, <br /> and Dave Wright. <br /> Mayor Brown closed the public comment. <br /> Councilmember Arkin moved to proceed with recommendation 2 from the report with <br /> the amendment to have seven members on each of the four commissions (including <br /> one youth member and no alternates), and for the frequency of meetings of all <br /> commissions to be six times per year. <br /> Councilmember Nibert made a substitute motion to approve recommendation 2 as <br /> written in the report. Motion failed for lack of second. <br /> Councilmember Testa requested an amendment to the main motion for the meeting <br /> frequency to be "at least 6 times per year." The amendment to the motion was <br /> accepted. <br /> MOTION: It was m/s by Arkin/Balch to approve recommendation number 2 with <br /> modification for membership of the four commission to include seven members in total <br /> (including one youth member and no alternates), and for the meeting frequency to be at <br /> least 6 times per year. Motion passed by the following vote.- <br /> Ayes: <br /> ote:Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> 12. Accept the FY 2023/24 Mid-Year Budget report and adopt a resolution approving <br /> FY 2023/24 budget amendments <br /> Recommendation: Adopt Resolution No. 2024-007 approving Mid-Year <br /> adjustments to the FY 2023/24 Budget. <br /> Presentation by Susan Hsieh, Finance Director. <br /> Mayor Brown opened public comment.
