City Council Minutes Page 5 of 6 February 20, 2024 <br /> <br />MOTION:It was m/s by Nibert/Balch to approve the item as recommended. Motion <br />passed by the following vote: <br />Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br />Noes: None <br />Absent: None <br /> <br />Mayor Brown called a recess at 9:30 p.m. and reconvened the meeting at 9:37 <br />p.m. <br />2. Enact revisions to Commission and Committee structure: Introduce an ordinance <br />modifying the membership and length of term of the Youth Commission by <br />amending PMC Chapter 2.29; Introduce an ordinance creating the Energy and <br />Environment Commission by adding a new Chapter 2.31 to the PMC, replacing the <br />Committee on Energy and the Environment; Adopt a resolution modifying the <br />membership, updating duties and changing meeting frequency of the Bicycle, <br />Pedestrian and Trails Committee; Adopt a resolution modifying the membership <br />and changing meeting frequency of the Economic Vitality Committee; and, <br />Introduce an Ordinance modifying the duties of the Planning Commission by <br />amending PMC section 2.30.020 and disbanding the Housing Commission by <br />deleting Chapter 2.38 <br /> Recommendation: Enact revisions to Commission and Committee structure: <br />Introduce Ordinance No. 2274 modifying the membership and length of term of the <br />Youth Commission by amending PMC Chapter 2.29; Introduce Ordinance No. <br />2275 creating the Energy and Environment Commission by adding a new Chapter <br />2.31 to the PMC, replacing the Committee on Energy and the Environment; Adopt <br />Resolution No. 2024-003 modifying the membership, updating duties and <br />changing meeting frequency of the Bicycle, Pedestrian and Trails Committee; <br />Adopt Resolution No. 2024-004 modifying the membership and changing meeting <br />frequency of the Economic Vitality Committee; and, Introduce Ordinance No. 2276 <br />modifying the duties of the Planning Commission by amending PMC section <br />2.30.020 and disbanding the Housing Commission by deleting Chapter 2.38. <br /> <br />Mayor Brown opened public comment. The following individuals provided <br />comment: Kaya Kunde, Sharon Piekarski, Karishma Parikh, Carys Shannon, and <br />Tejas Prakash. <br /> <br />Mayor Brown closed the public comment. <br /> <br />MOTION:It was m/s by Balch/Arkin to approve the item as recommended with <br />modifications to allow the Bicycle, Pedestrian and Trails Committee to elect their <br />own chair and vice chair, to have the Energy & Environment Commission to meet <br />monthly, and to allow current Youth Commission members to reapply and serve <br />for a third 2-year term if they are eligible.
