Page 3
• Pricing objectives from the City’s perspective, i.e., comfort with full cost recovery or some
alternative level of cost recovery.
TASK 3. FINDINGS AND RECOMMENDATIONS
The deliverable for this effort will include a memo to the City, not to exceed approximately 15 pages in
length, explaining the results of the benchmarking study, as well as recommendations regarding a best
path forward to begin charging for benchmarked fees as appropriate. We will conduct a review session
with City staff and members of the executive team to review the findings issued in the draft report. We will
then incorporate edits and issue the final memorandum for the project.
TASK 4: MEETINGS WITH CITY STAFF
The detailed work plan as described above includes sufficient meetings with City staff throughout the
course of the Study to assist in development of draft results. We will meet with City staff as needed to
complete the scopes of work. All meetings required to develop the final report will be managed remotely
utilizing video conferencing tools as needed.

OPTIONAL SERVICES
The City has requested the following optional services:
• Cost to attend up to four public meetings (commission and council). We are available for either in-
person or remote presentations. NBS will prepare presentation materials, conduct meetings to
communicate outcomes, and facilitate an understanding of the Study’s results and its implications
for the City.
• Examine stormwater facility inspection fees in the same way as special events (benchmarking
study, peer review, and memo with recommendations).

PROJECT TIMELINE
Based on our current client commitments and the typical pacing of similar projects, we estimate this
project will take up to four months to complete tasks 1 – 4 of the work plan. Upon project initiation, NBS
will provide a detailed project schedule for mutual review and acceptance by the City’s project manager.

PROJECT TEAM
The following provides an overview of NBS professional staff who would be assigned to this project. Full-
length resumes for project team staff members as well as references for similar and recently completed
engagements are available upon request.
NICOLE KISSAM, PROJECT MANAGER
Role and Responsibilities: Nicole Kissam will manage the ongoing administration of the project, serving as
the primary point of contact for City‘s staff and directing the work efforts of our project team. She will be
DocuSign Envelope ID: 8ED90C61-FB1E-42A9-A36D-120CE7F5D38F
