<br /> Page 2 <br />SCOPE OF SERVICES <br />A Fee Study (Study) identifies the total costs of providing various municipal services and translates those <br />costs into a customized fee schedule. For this engagement, City staff will develop a cost analysis that <br />substantiates the 100% cost recovery level of each individual fee and NBS will provide peer review as well <br />as benchmarking to assist with implementation efforts. <br />Based on our initial discussion with City staff regarding desired scope of services, the following key tasks <br />will be completed by NBS: <br />TASK 1. BENCHMARKING STUDY <br />Policy makers often desire a comparison of fee amounts to neighboring jurisdictions. Presence of a <br />comparison will ensure a smoother implementation process and provide a sense of the “market” rate for <br />various services. We will utilize our expertise to compare the following selected fees and charges in up to <br />five (5) neighboring and comparable communities: <br />• Special Events, including recurring large annual special events comparable to the City’s Veterans’ <br />Parade, multi-day soccer tournament or other sporting event; and a 5k/10k run through town. <br />• Costs associated with Fire Standby services in support of special events. Services will be performed <br />on behalf of the Livermore-Pleasanton Fire Department. <br />• Fees per hour for use of City-owned EV charging stations. <br />A list of communities will be selected and approved by City staff. We will download the respective fee <br />schedules from the Internet or make a reasonable attempt to contact each agency if needed for a copy of <br />their current fee schedules. We will then complete a comparison of the fee categories and amounts, for <br />the most readily comparable fee items that match the City’s current or desired fee structures. <br />TASK 2: PEER REVIEW OF COST ANALYSIS <br />City staff will develop a cost analysis that substantiates the 100% cost recovery level of each individual fee <br />and NBS will provide peer review, as requested. Fees to be included in the peer review effort include: <br />• City support to special events. <br />• Livermore-Pleasanton Fire Department’s costs associated with Fire Standby services in support of <br />special events. <br />• City costs associated with maintaining and preparing fields for sport use. <br />In completing the peer review, NBS will consider the following aspects of each fee recommended for <br />update by City staff: <br />• Opportunities for streamlining fee structures as well as for addition of new fees that are in line <br />with current practices seen in other agencies. <br />• Factors that influence fee calculations such as organizational structure, workload, and time on task <br />data. <br />• Total costs of providing services reflect all identifiable direct and indirect costs. <br />• Fully burdened hourly rate approach and best practices. <br />DocuSign Envelope ID: 8ED90C61-FB1E-42A9-A36D-120CE7F5D38F
