Page 2 SCOPE OF SERVICES A Fee Study (Study) identifies the total costs of providing various municipal services and translates those costs into a customized fee schedule. For this engagement, City staff will develop a cost analysis that substantiates the 100% cost recovery level of each individual fee and NBS will provide peer review as well as benchmarking to assist with implementation efforts. Based on our initial discussion with City staff regarding desired scope of services, the following key tasks will be completed by NBS: TASK 1. BENCHMARKING STUDY Policy makers often desire a comparison of fee amounts to neighboring jurisdictions. Presence of a comparison will ensure a smoother implementation process and provide a sense of the “market” rate for various services. We will utilize our expertise to compare the following selected fees and charges in up to five (5) neighboring and comparable communities: • Special Events, including recurring large annual special events comparable to the City’s Veterans’ Parade, multi-day soccer tournament or other sporting event; and a 5k/10k run through town. • Costs associated with Fire Standby services in support of special events. Services will be performed on behalf of the Livermore-Pleasanton Fire Department. • Fees per hour for use of City-owned EV charging stations. A list of communities will be selected and approved by City staff. We will download the respective fee schedules from the Internet or make a reasonable attempt to contact each agency if needed for a copy of their current fee schedules. We will then complete a comparison of the fee categories and amounts, for the most readily comparable fee items that match the City’s current or desired fee structures. TASK 2: PEER REVIEW OF COST ANALYSIS City staff will develop a cost analysis that substantiates the 100% cost recovery level of each individual fee and NBS will provide peer review, as requested. Fees to be included in the peer review effort include: • City support to special events. • Livermore-Pleasanton Fire Department’s costs associated with Fire Standby services in support of special events. • City costs associated with maintaining and preparing fields for sport use. In completing the peer review, NBS will consider the following aspects of each fee recommended for update by City staff: • Opportunities for streamlining fee structures as well as for addition of new fees that are in line with current practices seen in other agencies. • Factors that influence fee calculations such as organizational structure, workload, and time on task data. • Total costs of providing services reflect all identifiable direct and indirect costs. • Fully burdened hourly rate approach and best practices.
