recommendation to City Council in order to ensure that the evaluation and <br />recommendation to City Council is based on the final contract terms and costs.HF&H <br />will lead the negotiations to finalize the recycling agreement for execution.This includes <br />the following tasks: <br />1.Facilitating a series of up to three negotiation meetings with the City and each of the <br />two short-listed proposer; <br />2.Conducting analyses required to support the negotiations process and to determine <br />the reasonableness and appropriateness of the requests of the selected proposer; <br />3.Finalizing the agreement document based on the results of negotiations,and with <br />the assistance of City staff,for execution by the City and proposer; <br />4.Documenting the results of the negotiations process in a PowerPoint style <br />presentation or staff report for the benefit of the City Council and public;and, <br />5.Presenting the final negotiated agreement to the City Council for approval. <br />The budget for this project Task anticipates that the City will manage the process of <br />getting the agreement fully executed by both parties including all required attachments, <br />exhibits,forms,and other information needed. <br />COMPENSATION AND BUDGET <br />The estimated hours by staff and task are described in Figure 1 below.We propose to <br />bill you on an hourly basis up to the $91,510 shown.Before proceeding with any out-of- <br />scope work (e.g.,additional meetings,additional analysis or drafts of documents),we <br />would immediately notify the City staff to agree on an amended scope of work,schedule <br />and budget. <br />Due to the dynamic nature of these types of projects,this estimate may be greater or <br />less than what is needed to perform the project.As such,HF&H reserves the right to <br />adjust hours among tasks and staff members to meet the needs of the project. <br />Figure 1 -Estimated Hours and Fees <br />President Sr.Associate Admin Labor Expense Total <br />Task 320 215 125 $$$ <br />1-Develop Solicitation Documents 12 72 12 $20,820 $-$20,820 <br />2-Pre-Proposal Activities 8 24 8 $8,720 $-$8,720 <br />3-Evaluate Proposals 28 64 0 $22,720 $250 $22,970 <br />4-Negotiate Final Agreement 48 96 24 $39,000 $-$39,000 <br />TOTAL-ALL TASKS 96 256 44 $91,260 $250 $91,510 <br />In the event that the total proposed budget is more than is required to perform the work, <br />HF&H will bill the City the lesser amount.If it appears that more hours or expenses will <br />be required than have been estimated here,HF&H will work with City staff to determine <br />the appropriate way to meet that need,which may include assignment of tasks to City <br />staff or adjustment to the budget. <br />Page 8 of 8 <br />DocuSign Envelope ID: C2D816A8-420C-4F30-B20D-84DD37439549
