EXHIBIT A <br />SCOPE OF SERVICES <br />The tasks described in this section will comprise the scope of services for this work. <br />HF&H has prepared this scope of services based on the City's desire to select a <br />contractor to provide recycling processing services and implement changes to those <br />services as quickly as reasonably possible.This proposal takes into account the <br />process and cost efficiencies resulting from HF&H's prior work in supporting the City <br />through a similar RFP process in 2018 for recycling and organics services and assumes <br />that those documents will largely be reused with only minor modification. <br />Task 1 -Develop Solicitation Documents <br />Based on the materials developed during the prior RFP process and additional <br />information and perspective obtained from the City during the kick-off meeting,HF&H <br />will prepare a revised request for proposals package (using the documents developed in <br />2018 as a starting point).The RFP package will include a request for proposals (RFP) <br />document,proposal cost forms,and draft agreement.HF&H anticipates that the most <br />significant modifications to the RFP and contract documents will be those compensation <br />and market quality issues needed to reflect China's "National Sword"policy as well as <br />certain performance and compensation issues to anticipate California's pending <br />recycling changes under SB 54. <br />HF&H will distribute the revised draft RFP,proposal forms,and agreement to City staff <br />for review,and the City will respond with a single set of non-conflicting comments.City <br />staff and HF&H will meet to review the new draft documents at one in-person meeting. <br />HF&H will then amend the draft RFP and draft agreement once and provide a redline <br />strike-out version and a clean version of the complete RFP package in electronic format <br />to City staff. <br />HF&H will assist City staff in preparing presentation materials,and appearing in-person <br />at one City Council meeting or Council Waste and Refuse Subcommittee meeting to <br />preset the complete RFP package. <br />HF&H will make any requested revisions to the RFP package received from City <br />Council or Subcommittee,and release the finalized RFP package to potential proposers <br />shortly thereafter. <br />Task 2 -Pre-Proposal Activities <br />HF&H will work with City staff as needed to manage the process of issuing the RFP <br />documents developed in Phase 1 and coordinating the City's responses to questions <br />and concerns raised by potential proposers.This phase includes the following subtasks: <br />1.Posting the RFP documents on HF&H's website for download by prospective bidders <br />and managing the posting and issuance of notices for any subsequent addenda; <br />2.Distributing a notice of the availability of the RFP to potential interested parties; <br />Page 6 of 8 <br />DocuSign Envelope ID: C2D816A8-420C-4F30-B20D-84DD37439549
