<br />3 <br /> <br />Proposal <br />FCS will peer review the applicant-provided technical studies, as listed above, to verify their adequacy for <br />purposes of CEQA and to ensure consistency among technical reports and accuracy in the representation <br />of project-related information. A site visit to confirm information provided as part of the applicant <br />prepared studies is included as part of this task. <br />Task 4: Preparation of Administrative Draft IS/Consistency Checklist <br />FCS will utilize the City’s 15183 IS/Consistency Checklist template to prepare the Administrative Draft <br />IS/Consistency Checklist. The format will include separate sections for discussion of each CEQA <br />Guidelines Appendix G Environmental Checklist impact category, and it will be adequately supported by <br />exhibits (including color GIS mapping, as appropriate). For checklists questions that do not require <br />individual analysis given project characteristics (e.g., impacts of the proposed project on mineral <br />resources) FCS will combine the analysis, as appropriate. The Administrative Draft IS/Consistency <br />Checklist will evaluate project impacts against each question on the Appendix G Environmental Checklist, <br />as provided in the Housing Element Update FEIR, and determine whether a potentially significant impact <br />could occur that requires mitigation or if impacts would be less than significant and would not require <br />mitigation. <br />The following issues will be evaluated in the Administrative Draft IS/Consistency Checklist: <br />• Aesthetics <br />• Agriculture and Forestry Resources <br />• Air Quality <br />• Biological Resources <br />• Cultural Resources <br />• Energy <br />• Geology and Soils <br />• GHG Emissions <br />• Hazards and Hazardous Materials <br />• Hydrology and Water Quality <br />• Land Use and Planning <br />• Mineral Resources <br />• Noise <br />• Population and Housing <br />• Public Services <br />• Recreation <br />• Transportation <br />• Tribal Cultural Resources <br />• Utilities and Service Systems <br />• Wildfire <br />• Mandatory Findings of Significance <br /> <br />Deliverable <br />• Electronic copy (via Dropbox in Microsoft Word and PDF) of the Administrative Draft <br />IS/Consistency Checklist to the City <br />Task 5: Preparation of Screencheck Draft IS/Consistency Checklist <br />This Scope assumes the City will coordinate review with the applicant team and will provide one set of <br />consolidated, vetted comments (with tracked changes in the Word document) on the Administrative <br />Draft IS/Consistency Checklist.
