2

Proposal
determines that the proposed project does not qualify for the exemption under Section 15183, or the
City requests additional analysis, FCS would provide a revised scope of services to provide the
environmental analysis necessary.
The following tasks are proposed to complete the identified Scope for an IS/Consistency Checklist.
Task 1: Project Initiation and Kick-off Meeting
FCS will review relevant background material, develop an initial data needs list, and coordinate with the
City to schedule a kick-off meeting (it is anticipated that the kick-off meeting will be completed via
teleconference). The intent of the kick-off meeting is to clarify and confirm the details of the Scope and
schedule, obtain copies of the project plans and other relevant information, and identify key points of
contact. FCS will review relevant background documents to ensure project understanding. It is typically
helpful to have all relevant team members attend this call (i.e., applicant, civil engineering design team,
and general contractor, if applicable). A site visit will be conducted as part of the project initiation
process to document existing conditions.
Task 2: Preparation of Project Description
Using the information obtained during project initiation and the Project Description provided by the
applicant team, FCS will prepare a comprehensive Project Description for the City’s review and approval.
Because the applicant team already provided a Project Description to the City for review and approval,
this Scope assumes that there will be minimal City comments on the Project Description drafted for
purposes of the IS/Consistency Checklist. It is assumed that the City will coordinate review with the
applicant team and will provide one set of consolidated, vetted comments (with tracked changes in the
Word document) on the draft Project Description and a complete RFI to FCS within 1 weeks of submittal.
Changes to the Project Description made after approval may require a Change Order and may extend the
project schedule.
Deliverable
• Electronic copy (via email in Microsoft Word and PDF) of the Project Description to City
Task 3: Peer Review Applicant-Provided Technical Studies
FCS has received the following applicant-provided technical studies to support the preparation of the
IS/Consistency Checklist:
• Air Quality and Greenhouse Gas
Assessment
• GHG Emission Compliance Checklist
• Preliminary Arborist Report

• Cultural Resources Survey Report
• Preliminary Geotechnical Investigation
• Phase I Environmental Assessment
• Noise and Vibration Assessment

FCS understands that an updated Transportation study will be provided prior to initiation of our work.
DocuSign Envelope ID: 8A0CA7AE-0205-438E-B096-2D2D28D11092DocuSign Envelope ID: 19AA1EA2-E6E2-4979-84F3-4D0C7027628D
