<br />1 <br /> <br />Proposal <br />PROJECT UNDERSTANDING <br />FCS understands that the applicant is proposing to a project at 4400 Black Avenue; the site was identified <br />as Site #19 in the City’s approved 2023-2031 (6th) Cycle Housing Element Update EIR. Accordingly, the <br />Site appears to be eligible for streamlined review under CEQA section 15183, as described herein. <br />The project site is approximately 2.59 acres and is associated with Assessor’s Parcel Numbers (APN) 946- <br />3380-006 and is located at 4400 Black Avenue. The project site is bounded by Black Avenue (north), a <br />medical office complex (east), Amador Valley High School (south), and Quarry Lane School (west). The <br />project site is developed with an existing, single-story office building surrounded by an at-grade parking <br />lot. <br />The proposed project would include the demolition of the existing office building and to construct 59 <br />three-story, multi -family residential units (townhomes) and 7 accessory dwelling units (ADUs), totaling <br />96,977 square feet. The townhomes would be divided between ten individual buildings, with an ADU <br />provided in seven of the buildings. Each townhome will include a ground-floor, two-car garage and <br />private deck; there would be an additional nine parking spaces included in the development. New <br />landscaping would include trees and shrubs planted along the perimeter of the proposed buildings. <br />The property zoning for the project site is Public and Institutional District (P) and is identified as Public <br />and Institutional in the City Housing Element Update (HEU). <br />SCOPE OF WORK <br />Approach <br />The project as currently designed is consistent with the development density established by General Plan <br />policies for the site (which include the recent Housing Element Update). FCS has reviewed the 2023-2031 <br />(6th Cycle) Housing Element Update Program Environmental Impact Report (State Clearinghouse No. <br />2022040091), herein referred to as the Housing Element Update FEIR, as well as the site plan, and it <br />appears that a Consistency Checklist pursuant to Section 15183 would provide the appropriate level of <br />CEQA documentation for an exemption. <br />Drawing on the Housing Element Update FEIR to streamline environmental review, FCS will prepare an <br />Initial Study that references the previous analysis and uniformly applied mitigation measures to <br />evaluate if there are project specific significant impacts that are peculiar to the project or the site. The <br />Consistency Checklist would determine whether the proposed project falls within the buildout <br />parameters evaluated within the Housing Element Update FEIR and would also determine whether there <br />would be any new or substantially greater impacts that what was previously disclosed. <br />FCS will also provide documentation that the proposed project would not require supplemental <br />environmental review pursuant to Section 15162. This supplemental analysis will be provided in the <br />IS/Consistency Checklist. Based on preliminary review of available project information, FCS anticipates <br />that a Consistency Checklist will be the appropriate level of CEQA review.
