RESOLUTION NO. 2024-004 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> MODIFYING THE MEMBERSHIP AND CHANGING MEETING FREQUENCY OF THE <br /> ECONOMIC VITALITY COMMITTEE <br /> WHEREAS, since its establishment in 1992, the Economic Vitality Committee has <br /> provided advice to the City Council regarding the Economic Development Strategic Plan, the <br /> Economic and Fiscal Element of the General Plan, and the business climate in Pleasanton; and <br /> WHEREAS, on October 17, 2023, and February 20, 2024, at duly noticed public hearings, <br /> the City Council considered commission and committee reorganization, and determined that the <br /> Economic Vitality Committee would benefit from a reduction in the number of members and <br /> decrease in frequency of meetings. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Finds that the proposed changes to the Economic Vitality Committee have <br /> no possibility to have a significant effect on the environment per Title 14 California Code of <br /> Regulations (CEQA Guidelines) § 15061(b)(3). <br /> SECTION 2. Resolution No. 15-778 is hereby rescinded. <br /> SECTION 3. The City Council does hereby reestablish the Economic Vitality Committee <br /> which shall serve as follows: <br /> a. The mission of the Economic Vitality Committee shall be to assess the current and ongoing <br /> business climate in the City of Pleasanton and to offer suggestions and submit <br /> recommendations to the City Council intended to maintain a strong economic base in the <br /> city. <br /> b. The Committee will focus on general trends, issues and governmental processes in an <br /> attempt to identify opportunities to assist and promote economic vitality in the City of <br /> Pleasanton. <br /> c. The Committee's role in retaining and attracting business is limited to providing general <br /> information regarding available resources within the business community and <br /> governmental agencies which may be beneficial toward attracting new businesses to the <br /> community and/or retaining existing businesses. Unless otherwise directed by the City <br /> Council, the Committee shall not engage in any negotiations relative to the relaxation, <br /> expansion or modification of any City regulations, fees, or services. <br /> d. The Committee shall recommend to the City Council the general types of business and/or <br /> markets that would be beneficial to the overall economic condition of the city. The City <br /> Council shall take this information into consideration when determining active attraction <br /> and retention efforts by the Economic Development Division. <br /> SECTION 4. The Economic Vitality Committee shall have nine (9) members comprised <br /> of: one representative from each of the following seven (7) groups, as well as two (2) at-large <br /> members who are residents of Pleasanton. The members shall serve without compensation. <br />
