City of Pleasanton <br />Proposal to Prepare a CEQA Guidelines Section 15182 Consistency Analysis <br />for the 4212 and 4226 First Street Residential Project <br />3 <br />Task 1: Project Mobilization and Kickoff Meeting <br />Rincon Consultants staff will visit and photo-document the site’s existing conditions and context, obtain <br />and review available project and site information, and mobilize our staff to begin the CEQA process and <br />analysis. If desired by City staff, Rincon will prepare for and attend a kickoff call or video conference <br />with City staff and, if appropriate, the applicant team. The meeting will serve to discuss the expectations <br />of stakeholders; identify concerns and issues; and review information needs, work products, and <br />schedule. The meeting will also offer a forum to review and confirm study objectives and establish an <br />operational protocol. Rincon will use this opportunity to collect any relevant studies and information not <br />already transmitted. <br />Task 2: Draft CEQA Guidelines Section 15182 Consistency Analysis <br />Rincon will prepare a Draft Consistency Analysis pursuant to the requirements set forth in sections <br />15162 and 15182 of the CEQA Guidelines. The Draft Consistency Analysis will include the following <br />content: <br /> Introduction and Project Description. This section will include introductory information, including a <br />discussion of the relevant CEQA provisions; a description of the project and its consistency with the <br />DSP; and reference to the DSP EIR. We assume that City staff will assist in confirming the project’s <br />consistency with the DSP as needed. The project description will contain sufficient information, <br />including graphic and tabular information as needed, to describe the project and provide context for <br />the analysis of the project’s environmental effects in relation to the certified EIR. <br /> Environmental impact evaluation. In order to show that the project meets the criteria of CEQA <br />Guidelines Section 15182.c, the Consistency Analysis will evaluate whether the proposed project <br />would have different environmental impacts or a different degree of impact than those identified in <br />the DSP EIR. The impact evaluation will address all issue areas discussed in the certified EIR at a <br />level of detail commensurate to their relationship to the project and site, and we will update as <br />needed to account for changes; for example, consistency with the City’s Climate Action Plan, which <br />was adopted subsequent to the DSP, and changes to the CEQA Guidelines since certification of the <br />DSP EIR. We will perform quantitative analysis where needed to confirm the conclusions, including <br />modeling of noise, air quality and greenhouse gas impacts if appropriate. Issue areas requiring <br />particular attention are anticipated to include cultural resources, hazards and hazardous materials, <br />and transportation; an overview of our approach to these issues follows. <br />Cultural Resources. For archaeological resources, pursuant to Program 5.1 of the Open Space and <br />Conservation Element of the City’s General Plan, Rincon will prepare an archaeological resources <br />assessment letter report for the site. The report will summarize the methods and results of a <br />California Historical Resources Information System records search through the Northwest <br />Information Center, a Sacred Lands File search through the California Native American Heritage <br />Commission, a pedestrian archaeological resources survey, and review of historical topographic <br />maps, Sanborn Fire Insurance maps, aerial photographs, geologic maps, and soils maps. The letter <br />report will also include recommendations for further work if any is deemed necessary. The letter <br />report will be summarized in the cultural resources section of the document. Preliminary research <br />indicates the buildings at 4212 and 4226 First Street are both over 45 years, the age threshold <br />triggering the need for historical resources evaluation pursuant to the guidelines of the California <br />Office of Historic Preservation. Rincon will therefore record and evaluate both buildings on <br />Department of Parks and Recreation (DPR) 523 Forms to determine if either qualifies as a historical <br />resource as defined by Section 15064.5(a) of the CEQA Guidelines.
