City of Pleasanton
Proposal to Prepare a CEQA Guidelines Section 15182 Consistency Analysis
for the 4212 and 4226 First Street Residential Project
5
of comments exceeds the hours budgeted, we reserve the right to request additional budget
commensurate with the additional level of effort required.
Task 4: Public Hearing
Rincon will attend one public hearing on the project to answer questions and/or explain the CEQA
process and the conclusions of the IS-(M)ND. We are happy to attend additional hearings as needed for
an additional cost.
Optional Task: Digital Accessibility
Digital accessibility requirements for public documents, including CEQA documents, apply to all
California public entities pursuant to ADA Title II and California Government Code Section 7405. Rincon
offers a variety of approaches and services to assist with compliance with these regulations. While our
scope of work and fee estimate does not currently include digital accessibility services, we would be
happy to discuss options and costs for converting our digital reports to comply with digital accessibility
guidelines on request.
Assumptions
Rincon will address two round(s) of consolidated comments from the City. Any additional revisions will
be completed on a time and materials basis in accordance with our standard fee schedule.
All comments from the City will be provided as a consolidated set of comments in editable electronic
format (i.e., as tracked changes in MS Word). All comments will clearly indicate the requested
changes. If there are multiple reviewers, the City will be responsible for reconciling conflicting
comments prior to sending to Rincon.
Addressing City comments on each deliverable will not require substantial additional, new analysis or
field investigation.
To maintain momentum in the project schedule and provide cost efficiency, we assume City
comments will focus on any new content in the previous version of each deliverable, and new
comments on previously submitted content will be minimal.
No biological field surveys (including tree surveys) or preparation of a project-specific biological
resources assessment will be required.
The project site will be accessible during the cultural resources survey.
No archaeological resources requiring documentation will be identified as a result of the records
searches or survey. Should resources be identified, work associated with their documentation and
assessment may be done under a cost amendment.
The Historic Resources Evaluation Report prepared for the project is sufficient and no supplemental
work regarding impacts to built environment resources will be required.
Schedule
Rincon Consultants has an excellent reputation for adhering to schedules and meeting milestones. The
Rincon team is prepared to begin the work program described in this proposal immediately upon
authorization. Barring delays beyond Rincon’s control, such as project changes or delays in obtaining
key information, the Draft Consistency Analysis can be completed approximately 8 to 10 weeks from
notice to proceed, project kickoff and receipt of all necessary project information.
