Page 6 of 7 <br /> <br /> <br />BOARD/COMMITTEE/COMMISSION ACTION <br />Zoning Administrator Action <br />On October 30, 2023, the Zoning Administrator approved City Ventures’ application for Design <br />Review approval pursuant to SB 330 to demolish an existing motel and construct a 42-unit <br />three-story condominium housing development. <br /> <br />Planning Commission Action <br />On November 8, 2023, the Planning Commission approved Vesting Tentative Map 8676 to <br />convert the approximately 1.96-acre site into one lot for condominium purposes with 42 new <br />townhome-style condominium units, subject to conditions of approval. <br /> <br />Housing Commission Action <br />On January 16, 2024, the Affordable Housing Agreement associated with the development <br />was presented to the Housing Commission. The Housing Commission, after discussion of the <br />project and terms of the agreement, unanimously recommended approval of the Affordable <br />Housing Agreement to the City Council. <br /> <br />A proposed resolution for the City Council's approval of the Affordable Housing agreement is <br />provided as Attachment 1. <br /> <br />EQUITY AND SUSTAINABILITY <br />The action directly implements the Housing Element that serves as the City’s strategy for <br />addressing its housing needs for all residents at all income levels. In conformance with the <br />Inclusionary Zoning Ordinance, the Affordable Housing Agreement will require the developer to <br />pay the Affordable Housing Fee, which will be placed into the Lower Income Housing Fund <br />which the City utilizes to support affordable housing developments and programs. The site is <br />identified as a housing opportunity site in the 6th Cycle Housing Element Update. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine administrative matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the strategic goal of Building a Community Where Everyone <br />Belongs from the approved ONE Pleasanton Strategic Plan. It directly supports Strategy 6 <br />under this goal, to implement the Housing Element, by implementing the Inclusionary Zoning <br />Ordinance and collecting fees that support a wide range of affordable housing programs and <br />activities for all sectors of the community. <br /> <br />FISCAL IMPACT <br />The developer would be responsible for the payment of development impact fees and <br />applicable Affordable Housing Fees. The Affordable Housing Agreement illustrates a sample <br />payment of $51,077 per unit, totaling $2,145,234 in Affordable Housing Fees for the entire <br />project based on the fee in effect in 2024. <br /> <br /> <br /> <br />Page 44 of 228
