ATTACHMENT 3 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />MODIFYING THE MEMBERSHIP, UPDATING DUTIES AND CHANGING MEETING <br />FREQUENCY OF THE BICYCLE, PEDESTRIAN AND TRAILS COMMITTEE <br />WHEREAS, since its establishment in 2010 by Resolution No. 10-384 through the <br />combination of the Trails Ad Hoc Committee and the Bicycle, Pedestrian Advisory Committee, the <br />Bicycle, Pedestrian and Trails Committee has provided advice to the City Council regarding grant <br />funding, pedestrian, bicycle and trail capital improvement projects, the Pedestrian and Bicycle <br />Master Plan, the Trails Master Plan and related matters, and the staff recommends that the <br />committee’s duties should be updated to reflect current responsibilities; and <br />WHEREAS, on October 17, 2023, and February 20, 2024, at duly noticed public hearings, <br />the City Council considered commission and committee reorganization, and determined that the <br />Bicycle, Pedestrian and Trails Committee would benefit from a reduction in the number of <br />members and decrease in frequency of meetings. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. Finds that the proposed changes to the Bicycle, Pedestrian and Trails <br />Committee have no possibility to have a significant effect on the environment per Title 14 <br />California Code of Regulations (CEQA Guidelines) § 15061(b)(3). <br />SECTION 2. Resolution No. 10-384 is hereby rescinded. <br />SECTION 3.The City Council does hereby re-establish the Bicycle, Pedestrian and <br />Trails Committee which shall have the following duties and responsibilities: <br />a. Review projects that include pedestrian, bicycle and trail improvements and provide <br />recommendations on design elements to the Parks and Recreation Commission, City <br />Council, Traffic Engineering and Public Works that relate to pedestrian, bicycle, and trail <br />construction/modification. <br />b. Provide recommendations to staff on prioritization of connectivity points and ADA access <br />improvements from trails to points of interest and other transportation facilities for inclusion <br />in CIP. <br />c. Assist the Parks and Recreation Commission and staff with Adopt-A-Trail or similar <br />program. <br />d. Advise the Parks and Recreation Commission, City Council, Traffic Engineering Division <br />and Public Works on matters related to the Pedestrian and Bicycle Master Plan, Trails <br />Master Plan, Complete Streets Program, and Transportation & Land Use actions and <br />policies of the Climate Action Plan related to bicycles, pedestrians, and trails. <br />e. Provide input on grant funding applications relating to pedestrian, bicycle and trails <br />projects and give recommendations to the City Council. <br />Page 27 of 228
