Page 2 of 7 <br />Introduce an ordinance creating the Energy and Environment Commission by adding a new <br />Chapter 2.31 to the PMC, replacing the Committee on Energy and the Environment; Adopt a <br />resolution modifying the membership, updating duties and changing meeting frequency of the <br />Bicycle, Pedestrian and Trails Committee; Adopt a resolution modifying the membership and <br />changing meeting frequency of the Economic Vitality Committee; and, Introduce an Ordinance <br />modifying the duties of the Planning Commission by amending PMC section 2.30.020 and <br />disbanding the Housing Commission by deleting Chapter 2.38. <br /> <br />BACKGROUND <br />Current Structure <br />Commissions are codified in the City' s municipal code and provide policy input on a broad <br />range of topics within a specific area of expertise and focus. The number of members on each <br />commission varies, as does the frequency of meetings. Committees are established by City <br />Council resolution. Each of the three committees has a distinctive focus area. The number of <br />members on each committee varies. <br /> <br />An overview of the current structure of the subject commission and committees as previously <br />presented to the City Council is provided for reference. Notably, the structure – particularly, the <br />meeting frequency and membership – among these boards differs significantly. <br /> <br />Youth Commission <br />• Members: 14 (11 Regular (2 adults and 9 youth) and 3 Alternates) <br />• Liaison Department: Library and Recreation <br />• Role: Act as the liaison between Pleasanton' s youth community and the City Council; <br />advise the Council on youth-related issues; promote an understanding and appreciation <br />of community affairs among the youth of Pleasanton. <br />• Legislative body: No <br />• Frequency of Meetings: Monthly, September— May <br />• Terms are consistent for adult members across all commissions at 2 four-year terms. <br />Youth terms are currently 3 two- year terms for the Youth Commission and 1 two- year <br />term for youth on other commissions. <br /> <br />Bicycle, Pedestrian, Trails Committee <br />• Members: 13 <br />• Liaison Department: Community Development, Traffic Engineering Division and Library <br />and Recreation (as liaison to Parks and Recreation Commission) <br />• Role: Advise the Parks and Recreation Commission and the City' s Traffic Engineering <br />Division on bicycle, pedestrian and trail related items including reviewing and prioritizing <br />potential projects, policy recommendations, and the promotion of community awareness <br />regarding non- motorized forms of transportation. <br />• Frequency of Meetings: Monthly <br /> <br />Committee on Energy and the Environment <br />• Members: 7 <br />Page 12 of 228
