Page 1 of 7 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />February 20, 2024 <br />City Manager <br /> <br />TITLE: ENACT REVISIONS TO COMMISSION AND COMMITTEE STRUCTURE: <br />INTRODUCE AN ORDINANCE MODIFYING THE MEMBERSHIP AND LENGTH <br />OF TERM OF THE YOUTH COMMISSION BY AMENDING PMC CHAPTER 2.29; <br />INTRODUCE AN ORDINANCE CREATING THE ENERGY AND ENVIRONMENT <br />COMMISSION BY ADDING A NEW CHAPTER 2.31 TO THE PMC, REPLACING <br />THE COMMITTEE ON ENERGY AND THE ENVIRONMENT; ADOPT A <br />RESOLUTION MODIFYING THE MEMBERSHIP, UPDATING DUTIES AND <br />CHANGING MEETING FREQUENCY OF THE BICYCLE, PEDESTRIAN AND <br />TRAILS COMMITTEE; ADOPT A RESOLUTION MODIFYING THE MEMBERSHIP <br />AND CHANGING MEETING FREQUENCY OF THE ECONOMIC VITALITY <br />COMMITTEE; AND, INTRODUCE AN ORDINANCE MODIFYING THE DUTIES OF <br />THE PLANNING COMMISSION BY AMENDING PMC SECTION 2.30.020 AND <br />DISBANDING THE HOUSING COMMISSION BY DELETING CHAPTER 2.38 <br /> <br />SUMMARY <br />Evaluation of the City's commission and committee structure is included in the ONE <br />Pleasanton Strategic Plan goal of Optimizing Our Organization as part of a strategy to evaluate <br />and enhance community engagement opportunities. The City currently has seven <br />commissions and three committees, with City Council appointed representatives on each. To <br />better align with the City's organizational structure, streamline opportunities for community <br />input and engagement, and increase efficiency for the commission and committee members as <br />well as supporting staff members, in February 2023 the City Council voted to create an ad- hoc <br />Council subcommittee (Arkin, Balch) to discuss commission and committee restructure and <br />present a recommendation for the City Council's consideration. <br /> <br />The Council subcommittee reviewed and discussed several options for consolidation of <br />committees and commissions, resulting in recommendations that were presented to the City <br />Council in October 2023. The City Council voted affirmatively on several of the <br />recommendations, including to modify the membership and length of term for the Youth <br />Commission; convert the Committee on Energy and the Environment to the Energy and <br />Environment Commission; modify the membership, duties and meeting frequency of the <br />Bicycle, Pedestrian and Trials Committee; and modify the membership and meeting frequency <br />of the Economic Vitality Committee. Additionally, the City Council indicated its general support <br />for combining the Housing and Planning Commissions, with the Planning Commission <br />assuming the duties of the Housing Commission. City Council adoption of revisions to the <br />Pleasanton Municipal Code and resolutions as presented with this report will formally institute <br />these changes. <br /> <br />RECOMMENDATION <br />Enact revisions to Commission and Committee structure: Introduce an ordinance modifying the <br />membership and length of term of the Youth Commission by amending PMC Chapter 2.29; <br />Page 11 of 228
