Page 2 of 7 <br />Commission voted not to recommend the agreement for services to the City Council for <br />approval and instead to have staff explore low to no-cost models to provide bocce <br />service in Pleasanton. <br /> <br />DISCUSSION <br />Staff from the City and Lifetime met with approximately 75 of the 163 unique registered <br />league bocce players on Wednesday, January 10, 2024, at the Tennis and Community <br />Park to discuss options for lowering the cost of the bocce program for the City. <br /> <br />The Recreation Master Fee Schedule (Attachment 1) and some starting concepts for <br />conversation (Attachment 2) were shared with the bocce group to help facilitate the <br />discussion of modifying the program to meet cost recovery goals. <br /> <br />The bocce players were unanimous that they were unable to run their own league at <br />this time. Staff researched other city bocce ball programs and found only one that offers <br />a self-run league. All others are supported by the city, and information was scarce on <br />overall costs to compare (Attachment 3). As such, the conversation with the bocce <br />players focused on increasing fees to better offset costs and meet the cost recovery <br />percentage outlined in the City’s Master Fee Schedule. <br /> <br />Cost Recovery Metrics <br />According to the City’s Master Fee Schedule, this “contractor-led” league belongs in the <br />76-100 percent cost recovery category. <br /> <br />For comparison, the “City-led” Adult Softball League from 2023 can be used to <br />understand expenses incurred by the City for a similar program.
