To ensure peak picture quality throughout all conditions encountered during <br />the survey, a variable intensity control of the camera lights and remote-control adjustments for focus and <br />iris shall be located at the monitoring station. Focal distance shall be adjustable through a range of from <br />six inches to infinity. Continuously displayed on the monitors as part of the video presentation and digital <br />database image capture system shall be the date of the survey, number designation of the upstream and <br />downstream manholes of the section being surveyed, and a continuous forward and reverse read-out of <br />the camera distance from the manhole of reference. <br />12.At the beginning of each manhole the footage counter shall be set at zero to accurately document <br />the distance within the sewer/storm line. <br />13.A primary goal of this inspection program is to accurately determine the quantity and location of <br />the building laterals or side sewers and conditions that appear unusual or uncommon to a good sound <br />sewer. The operating technician shall provide a verbal description and have control of the movement of <br />the television camera at all times. This may be accomplished by means of remote-control winches or by <br />telephone or other suitable means of communication between the winches at either end of the manhole <br />section being surveyed. The travel speed of the camera shall be uniform and shall not exceed 30 feet per <br />minute or as would result in video that could be comfortably viewed. Any means of propelling the camera <br />through the sewer/storm that would exceed this rate of speed or produce non-uniform or jerky movements <br />will not be acceptable. At all times, the operating technician shall be able to move the camera through the <br />line in either direction without loss of quality in the video presentation on the monitor. At all times, the <br />picture shall be free of electrical interference and provide a clear, stable image of the resolutions specified. <br />14.If during the inspection operation the television camera cannot pass through the entire sewer/storm <br />section due to an obstruction other than roots or grease, CONTRACTOR shall set up their equipment so <br />that the inspection can be performed from the opposite manhole (reverse run). If, again, the camera fails <br />to pass through the entire pipeline section, the inspection shall be considered complete, and no additional <br />inspection work will be required. The CONTRACTOR will be paid only the amount of lineal footage that <br />was inspected. <br />15.The CONTRACTOR shall provide digital database TV inspection reports, printed TV inspection <br />reports and MPEG-4 format color video of all work completed. Inspection data must be geo-coded and <br />referenced so the City can tie back to its GIS system. The City will provide the system mapping data. The <br />Contractor shall use TV inspection software and data storage system, which is directly compatible with <br />WinCan Database System, version 8 or, latest version or, equivalent. Additionally, the image capture <br />system will include provisions for capturing both motion video and audio. In other words, the complete <br />interface system will allow the operator to record and store short video movies of the sewer/storm defects <br />and include verbal audio when necessary. The operator(s) shall be Pipeline Assessment Certification <br />Program <br />(PACP/MACP) certified. NASSCO PACP/MACP format shall be used to assess the pipeline conditions. <br />The inspections shall document the following conditions and any other pertinent observations: <br />a. Cracks - radial and longitudinal, hairline or open. <br />b.Laterals (identify active or inactive, if possible) - quadrant location, protruding, cracks, roots. <br />c.Corrosion - iron stains, roughened aggregate, exposed aggregate, exposed rebar, or exposed soil. <br />d.Offsets/sags - 1-inch, 2-inch, 4-inch, etc. <br />e.Roots - light, moderate, heavy, or matted roots. <br />EXHIBIT A <br />DocuSign Envelope ID: DD7E61F4-D64F-4FC6-A1EB-1FDD2F05B052
