<br /> <br /> <br /> <br />PARKS AND RECREATION COMMISSION <br />AGENDA REPORT <br /> <br /> <br />January 11, 2024 <br />Item 4 <br /> <br /> <br />TITLE: REVIEW AND DISCUSS THE SPORTS CO-SPONSORSHIP ATHLETIC <br />FIELD ALLOCATION HANDBOOK <br /> <br /> <br />SUMMARY <br />In November 2011, the Parks and Recreation Commission reviewed a Field Allocation <br />and Use Procedure. The document provided guidelines to facilitate the allocation and <br />permitting of City-owned sports fields. <br /> <br />Staff has revised the document to better reflect the recently updated co -sponsorship <br />requirements set forth in Resolution No. 23-1424 and current allocation practices. <br />Additionally, staff reviewed multiple field allocation policies from other cities to develop a <br />comprehensive draft document that best serves the Pleasanton community. The draft <br />was provided to the co-sponsored user groups for review and feedback. <br /> <br />RECOMMENDATION <br />Review and discuss the Sports Co-Sponsorship Athletic Field Allocation Handbook. <br /> <br />BACKGROUND <br />The City provides and allocates multiple sports fields and outdoor spaces throughout <br />various parks for Pleasanton co-sponsored sports organizations. Co-sponsored sports <br />organizations utilize the fields for a variety of sports league practices and games <br />throughout the year. Co-sponsored organizations also use City fields for additional <br />programming including tournaments, camps, and clinics. <br /> <br />In November 2011, a Field Allocation and Use Procedure (Attachment 1) was brought to <br />the Parks and Recreation Commission for review. This document has served as the <br />guideline for allocation procedures in the past. <br /> <br />On August 10, 2023, the Parks and Recreation Commission reviewed and <br />recommended that the City Council adopt a resolution to establish updated co- <br />sponsorship requirements. The new resolution was adopted by the City Council at the <br />October 17, 2023 meeting. <br /> <br />DISCUSSION <br />The allocation procedures have been adjusted and redesigned into a user-friendly <br />Sports Co-Sponsorship Athletic Field Allocation Handbook (Attachment 2). In the years <br />since the original 2011 document, staff has worked collaboratively with co-sponsored <br />organizations to evolve field allocation guidelines and best practices. The handbook
