9/27/2016 8:46 AM <br />1 <br />CITY OF PLEASANTON <br />COMMUNITY SERVICES DEPARTMENT <br />FIELD ALLOCATION AND USE PROCEDURE <br />1.0 SCOPE <br />This document sets forth the procedure for the City of Pleasanton (City) to facilitate the allocation of all <br />available fields under its ownership and/or allocation control. Field allocation is currently conducted at <br />regular meetings of the Pleasanton Sports Council. Generally speaking, each sports organization retains <br />the fields it had in the previous year as long as the same need demonstrated. There is some adjusting <br />that takes place each season because of registration numbers, maintenance activity or new programs <br />being started. The Sports Council unanimously agreed that the current procedure is working and should <br />be continued. The field allocation procedure would be implemented in the event that the groups could <br />not agree on a particular solution. <br />2.0 GENERAL <br />It is necessary to formulate this procedure for the following reasons: <br />A.User groups need a procedure to secure fields for the planning of games, practices, and/or events. <br />B.The demand for field usage exceeds the ability to permit unlimited and/or unscheduled use by all <br />participants. <br />C.Maintenance and renovation must be scheduled and implemented to maintain the community’s <br />high standards of aesthetics and sustain the playability of the City and School District facilities. <br />3.0 POLICY <br />It is the policy of the City of Pleasanton Community Services Department to allocate field use to <br />requesting and qualified organizations on the basis of equal time per team. This policy recognizes the <br />fact that the participants are the real users and the requesting organizations are only their agents. This <br />equal time provision shall be applied at the organization level by ensuring that each organization <br />receives that percentage of field time that is their percentage of the total City-wide teams. For example, <br />Organization “X” has 50 teams out of a City-wide total of 100 teams, thereby gaining 50% of all <br />available field time. <br />In occurrences where the percentages do not equal a whole number (i.e., 43.35%), the allocation shall be <br />rounded down to the next whole number (i.e., 43%). The resulting surplus of field time shall be <br />allocated at the discretion of the City of Pleasanton Community Services staff. <br />4.0 DEFINITIONS <br />This section defines the terms used throughout this procedure. <br />4.1 City: For the purposes of this document, the City of Pleasanton Community Services Department <br />will be referred to as the “City.” <br />4.2 Participant: Participant(s) shall include only those players who are fully registered with the user <br />organization. Non-players such as coaches, officials, and staff shall not be considered participants. <br />Attachment 1
