Next Steps
Based on the City's budget projections, staff believes it advisable to further explore a revenue
measure. On receiving such feedback and direction from the City Council, staff and Clifford
Moss will develop and implement an active community engagement plan to seek input from
residents and key stakeholders to assess the viability of a sales tax measure for the November
2024 General Election.

EQUITY AND SUSTAINABILITY
As a full-service city, the City provides a wide range of services and programs to meet the
needs of all members of the community. Additional resources are necessary to sustain vital
City services and programs and support community infrastructure in future years. New
resources will enable the City to keep pace with the service needs expected by the community.

OUTREACH
After receiving feedback and direction from the City Council, staff will implement an active
engagement plan to seek input from the community.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Funding Our Future by focusing
on developing a long-term strategy for funding operations and maintenance needs to ensure reliability of
community-owned facilities and infrastructure and continuity of City services.

FISCAL IMPACT
This is an informational report only; there is no fiscal impact from receiving this report.
Consultant support will be required as the City engages the community in an extensive
conversation to determine feasibility. Should the City Council direct staff to move forward in
soliciting community input, an agreement indicating cost and scope of work will be presented
to the Council at a future meeting. The estimated costs for an extensive community
engagement is expected to range from $240,000 to $284,000. The costs include a second
public opinion poll in addition to community meetings and events, mass mailers, emails and
text messages, videos, and related engagement activities.

Prepared by: Submitted by: Approved by:

Susan Hsieh, Director of
Finance
Susan Hsieh, Director of Finance

Gerry Beaudin, City
Manager

Attachments:
1.
