Page 1 of 6 Item #17 CITY COUNCIL AGENDA REPORT December 5, 2023 Finance TITLE: RECEIVE A PRESENTATION ON REVENUE MEASURE POLLING RESULTS AND PROVIDE DIRECTION FOR STAFF TO ENGAGE IN COMMUNITY OUTREACH TO FURTHER EXPLORE A REVENUE MEASURE SUMMARY At its March 21, 2023, meeting, the City Council directed staff to place an item to discuss revenue options on a future agenda, including but not limited to, a potential ballot measure for upcoming elections. At its August 15, 2023, meeting, staff and the City’s revenue strategy consultant, Clifford Moss, provided the City Council and the community with an overview of community needs, potential revenue options, and the process and timeline for election-based ballot measure development. The City Council provided feedback and directed staff to conduct a public opinion poll to seek input from the community regarding Pleasanton’s service priorities and identify potential revenue options. After conducting a comprehensive review of all the potential revenue options, staff and the City’s consultants developed a survey including sales tax, General Obligation bond, and hotel tax measures with a more thorough look at the sales tax measure. In late September, research and data-analytics consultant, FM3 Research, conducted telephone and online interviews in three languages including English, Spanish, and Chinese, asking voters about their top concerns, funding priorities, and whether they would support potential tax measures. The key findings of the statistically-valid survey are summarized below: o Pleasanton voters continue to be positive about City services and City government o Voters prioritize basic City services such as 9-1-1 emergency response, police, fire, street maintenance, infrastructure maintenance, and parks o Revenue measures are potentially viable; however, more education and community outreach is necessary to help the community understand the City’s funding needs. This report provides an overview of the polling results. Staff recommends the City continue to work with the community to determine the feasibility of a sales tax revenue measure. RECOMMENDATION Receive a presentation on revenue measure polling results and provide direction for staff to engage in community outreach to further explore a revenue measure.
