Following the project <br />initiation meeting, a revised Work Program can be prepared, as necessary. <br />In advance of the meeting, the EPS Team will obtain and review relevant documents and data <br />from the City, including previous development impact fee studies, discuss issues with City staff, <br />and identify additional information needs, if any. Information sources may include the City’s <br />most up-to-date Capital Improvement Program (CIP), facility master plans, the General Plan, <br />land use projections, bond measure documentation, and other relevant documents. For the <br />affordable housing fees, the group will discuss the City’s goals for the new and updated <br />affordable housing fee programs, the history of the current Housing In-Lieu fee program, and the <br />effects of recent court cases and State policies on the necessary technical analysis and adoption <br />procedures. <br />Task 2: Data Collection and Analysis <br />The EPS Team will work closely with City staff to assemble the land use assumptions, growth <br />projections, service standards, and related capital requirements that will form the basis of the <br />fee program. Among other things, the EPS Team will rely on the City’s General Plan and related <br />follow-up work as a starting point. <br />The EPS Team will define and reconcile land use categories applicable to the fee between prior <br />studies based on appropriate nexus considerations as well as ease of implementation. EPS will <br />also define the operative assumptions, such as population and employment densities for each <br />land use category to be used in estimating demand allocation for new infrastructure. <br />For the Transportation Development Impact Fee (TDIF) study, Fehr & Peers will undertake the <br />following efforts: <br />Obtain a complete set of model files for the City of Pleasanton model, do a basic <br />reasonableness check on the land use and roadway network inputs for both the base year <br />and future year, and confirm the input assumptions with City staff. This review should <br />consider the land use projections recently developed by the City of Dublin, particularly for <br />those areas near the boundary between the two cities, to ensure that the land use inputs <br />seem reasonable. <br />Based on past practice in Pleasanton, our understanding is that the City feels confident in <br />using the citywide Synchro network as the baseline traffic conditions for this study. We are <br />familiar with that network and understand that the counts used in it are the same as the <br />ones analyzed for the 2018 DIF study. Hence, there will not be new count data collected. This <br />assumption will be confirmed with City staff at our kickoff meeting. <br />Review the existing Transportation Development Fee program adopted in 2018. We will <br />review the methodology from the 2018 study and discuss with the EPS Team, City staff and <br />the City Attorney any desired modifications to the nexus approach, as well as options for <br />complying with the new Mitigation Fee Act requirements from the recently passed AB 602. A <br />key issue will be to explore options for charging residential fees based on the square footage <br />of each housing unit.
