Economic & Planning Systems, Inc. <br />1 <br />EPS Scope of Work, Schedule, and Budget: <br />Update to the City of Pleasanton Development <br />Impact Fees, Affordable Housing Fees, and <br />Inclusionary Zoning Ordinance <br />This Work Program describes the tasks, schedule, and budget to be performed by a consultant <br />team lead by Economic & Planning Systems (EPS) to undertake to complete a comprehensive <br />review and update of the City of Pleasanton’s existing development impact and affordable <br />housing fee programs, as well as inclusionary zoning ordinance (IZO). The analysis will be <br />conducted consistent with the provisions of the Mitigation Fee Act (Government Code Section <br />66000), AB 602, and other relevant statutes. The work program includes the necessary technical <br />analysis and documentation to support the adoption of updated/new development and linkage <br />fees to address: <br />Streets, sidewalks, and bicycle facilities <br />Parkland and improvements, open space, and trails <br />Public facilities (e.g., buildings and/or land) needed to provide services to the public. <br />Downtown beautification improvements <br />Affordable Housing Fees including: <br />o Fees that may be charged in-lieu of constructing inclusionary housing units on site <br />within residential projects consistent with the City’s IZO, <br />o Linkage fees for commercial projects. <br />The work program also provides the opportunity to examine and potentially adopt new fee <br />categories not currently in place in the City of Pleasanton, including but not limited to a Public <br />Art fee. <br />Scope of Work <br />Task 1: Project Initiation <br />The EPS Team will meet with City staff to discuss the approach and refine the proposed Work <br />Program, Schedule, and Budget. Communication protocol, data requirements, and the schedule <br />for project deliverables can be confirmed at this project initiation meeting. EPS will also seek <br />further insights from City staff on project objectives, data requirements, and key issues of <br />concern.
