Economic & Planning Systems, Inc. <br /> 8 <br />Additionally, EPS will survey the approach taken to inclusionary housing and commercial linkage <br />fees by the same “peer” cities. For the cities that have programs, EPS will document the <br />affordable housing inclusionary requirements, in-lieu fees on residential development, and/or <br />commercial linkage fees. EPS will also note those peer cities that have no such programs or fees. <br />The results of these surveys will be incorporated into the final reports and recommendations. <br />Task 7: Final Fee and Implementation Considerations <br />EPS will work with the City to determine a recommended fee schedule that is consistent with the <br />technical work described above, but that also considers other City policy issues, implementation <br />and administrative considerations, and potential economic consequences of the fee program. <br />Based on the City staff’s input, the EPS team will work to identify infrastructure funding needs <br />and the applicability of impacts fees to address them, incorporating best practices and innovative <br />techniques, as appropriate. For example, EPS will apply its broad practice in infrastructure <br />finance to identify other creative financing mechanisms that might complement the fee program. <br />EPS will also work with the City departments to identify any other funding sources or expected <br />developer contributions (e.g., through the Development Agreements). Fee implementation <br />considerations will be documented in the EPS Team’s deliverables. <br />Task 8: Final Deliverables <br />The Consultant Team will prepare the following deliverables over the course of project term. <br />Administrative Draft, Draft, and Final Study versions shall be provided. <br /> Memo summarizing Peer Jurisdiction Surveys: EPS will prepare a memo summarizing <br />the results of its survey of peer jurisdiction impact fee levels and inclusionary housing <br />requirements and associated in-lieu fees. <br /> Development Impact Fee Nexus Report: This Report will document the maximum <br />allowable development impact fees applicable to new development and provide supporting <br />data and calculations supporting the nexus analysis (including cost estimates). <br /> Affordable Housing Commercial Linkage Fee Update Memo: EPS will prepare a memo <br />summarizing the methodology, data, and calculations underlying the commercial linkage fee. <br /> Inclusionary Zoning Ordinance and In-Lieu Fee Memo: EPS will prepare a memo <br />describing the steps taken to formulate the recommended IZO standards and analysis <br />supporting an in-lieu fee. The memo will describe both the economic and policy <br />considerations underlying the IZO requirements as well as the data and methodology <br />supporting the in-lieu fee. <br />Task 9: Public Outreach, Meetings and Hearings <br />EPS will participate in regular (generally twice per month) team meetings with key City staff <br />throughout the duration of the project. Based on the requested timeframe of 6-9 months, this <br />would translate to approximately 20 meetings. These meetings will be conducted virtually via <br />Zoom.
