Page 1 of 3 <br />Item #3 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />December 19, 2023 <br />City Manager <br /> <br />TITLE: ADOPT A RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATIONS TO <br />CALRECYCLE FOR BEVERAGE CONTAINER RECYCLING CITY/COUNTY <br />PAYMENT PROGRAM AND RELATED AUTHORIZATION FOR FIVE YEARS <br /> <br />SUMMARY <br />The State Department of Resources Recycling and Recovery (CalRecycle) has established <br />various grant programs to support qualifying local jurisdictions to further efforts for recycling, <br />recovery, and reuse of materials. To apply for this funding, CalRecycle requires a resolution by <br />the governing body to authorize administration of these grant funds. Adoption of the resolution <br />(Attachment 1) will allow the City to use this resolution to apply for all grant programs, unless <br />otherwise stipulated, and is effective for five years from the date of adoption. <br /> <br />RECOMMENDATION <br />Adopt a resolution authorizing submittal of applications to CalRecycle for Beverage Container <br />Recycling City/County Payment Program and related authorization for five years. <br /> <br />BACKGROUND <br />CalRecycle offers a variety of funding opportunities for projects that help California reach its <br />climate goals. Applications for funding require adoption of a resolution by the jurisdiction’s <br />governing body to authorize administration of the funds, if funding is awarded. Adoption of the <br />attached resolution will allow the City to apply for funding using this authorizing resolution for a <br />period of five years. The resolution also allows submittal of an application for the Beverage <br />Container Recycling City/County Payment Program. <br /> <br />DISCUSSION <br />Pursuant to Public Resources Code (PRC) section 14581(a)(3)(A) of the California Beverage <br />Container Recycling and Litter Reduction Act, CalRecycle is distributing $10,500,000 through <br />the City/County Payment Program to eligible cities and counties specifically for beverage <br />container recycling and litter cleanup activities. <br /> <br />Each city is eligible to receive $5,000 annually or an amount calculated by CalRecycle, on a <br />per capita basis, whichever is greater; Pleasanton’s proportional allocation is $19,456. The <br />Fiscal Year 2023/24 CalRecycle funding cycle commences in April 2024 and concludes on <br />March 1, 2026. Payments to cities will be dispersed in June/July 2024 and cities will have until <br />March 1, 2026, to spend the funds. <br /> <br />Eligible activities include: <br />• New or existing curbside recycling programs <br />• Neighborhood drop-off recycling programs <br />• Public education promoting recycling programs <br />Page 11 of 270
