RESOLUTION NO. 23-1434 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING <br /> THE MASTER FEE SCHEDULE (RESOLUTION NO. 92-100) TO REVISE WATER <br /> RATES AND CHARGES <br /> WHEREAS, the City of Pleasanton's water utility service is an enterprise fund which, <br /> pursuant to sound fiscal management practices, must be 100% fee-based; and, <br /> WHEREAS, by State law, delivered water is charged at the cost of service so no profit is <br /> made by the enterprise; any revenues not expended at the end of the fiscal year are applied to <br /> future years' costs; and, <br /> WHEREAS, where Pleasanton water customers pay for the cost of water purchased from <br /> the Zone 7 Water Agency (Zone 7), a water wholesaler; pumping water from City groundwater <br /> wells; treatment; transportation in pipes and pump stations which must be maintained and <br /> replaced; compliance with federal and state water quality standards; and other needed capital <br /> improvements and maintenance; and, <br /> WHEREAS, water rates and charges must be adjusted to reflect cost increases to date <br /> for the purchase of water from Zone 7, as well as include a provision to increase rates to pass- <br /> through annually any future Zone 7 water cost increases beginning January 1, 2024, and for the <br /> next three (3) years ending December 31, 2026, upon notice to customers as required by law; <br /> and, <br /> WHEREAS, water rates and charges must be adjusted to reflect City operational cost <br /> increases to date and include a provision to increase rates in the future based on the water rate <br /> study compiled by Raftelis Financial Consultants; and, <br /> WHEREAS, drought/water shortage rates must be updated and adjusted to have six <br /> stages aligning with the Water Shortage Contingency Plan included in the City Council's recently <br /> adopted 2021 Urban Water Management Plan; and, <br /> WHEREAS, the drought/water shortage rates include a bi-monthly water allotment of 10 <br /> Hundred Cubic Feet (CcF) that is exempt from the drought rate surcharge for every customer <br /> class; and, <br /> WHEREAS, the discounts provided to seniors over the age of 65 remain at a 20% <br /> discount, and qualified low-income persons to remain at a 30% discount with a maximum usage <br /> of 30 CcF (units) or less; and, <br /> WHEREAS, as provided by Pleasanton Municipal Code section 14.04.070, water rates <br /> and charges, including potable and recycled water rates, shall be specified in the Master Fee <br /> Schedule. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The Master Fee Schedule (Resolution No. 92-100) provisions regarding <br /> water rates, fees, and charges are hereby amended as set forth in Exhibit A, attached hereto and <br /> incorporated herein by reference. <br />
