Development shall be substantially as shown on the development plans, Exhibit "A", dated "Received March 14, 1997") on file with the Planning Department, except as modified by the following conditions. Minor changes to the plans may be allowed subject to the approval of the Planning Director if found to be in substantial conformance to the approved exhibits. 2. Final inspection by the Planning Department is required prior to occupancy. The colors and materials of the buildings shall be submitted to and approved by the Planning Director prior to the issuance of a building permit and shall be consistent with the approved colors and materials on file as part of Exhibit" A". Approved colors and materials shall be stated on the plans submitted for issuance of building permits. PROJECT SPECIFIC CONDITIONS Traffic Mitii:ations 3. Prior to the issuance of building permits for the first building to be constructed, the applicant shall submit to the Engineering Division all required improvement plans and specifications for road improvements and traffic signals listed under Condition 4a, 4b, and 4d. The developer also shall obtain CaITrans approvals and permits for any improvements or signalization over which CalTrans may have jurisdiction. The required improvements are as follows: 4. a. Koll Center Drive/Bernal Avenue intersection -- That portion ofKoll Center Drive south to Bernal A venue shall be widened to include a second right-turn lane. Eastbound Bernal A venue shall be restriped and widened as necessary to provide a second left-turn into Koll Center Drive. Westbound Bernal Avenue will be restriped to convert the existing right-turn-only lane to a shared through and right-turn only at the northbound 1-680 on-ramp. The Koll Center Drive/Bernal Avenue intersection improvements shall include a new half-signal allowing eastbound Bernal Avenue left-turns into Koll Center Drive. b. 1-680 Northbound Off-ramp/Bernal Avenue -- The off-ramp shall be widened to provide one shared through-lane and left-turn lane and to provide two right-turn-only lanes. A new signal shall be installed. The City will make a best effort to engage the participation of other properties developing in the area to contribute to the signal installation on a pro-rata share basis. The developer may enter into a reimbursement agreement with the City to receive any remittance from other developing properties towards the cost of the signal installation once the project is under construction.
