<br />1 <br /> <br />Proposal <br />PROJECT UNDERSTANDING <br />FCS understands that Foothill Boulevard Holding Company, LLC (applicant) is proposing to implement the <br />City’s approved 2023-2031 (6th) Cycle Housing Element Update (Housing Element Update) by <br />demolishing one of the two existing residences on the project site, retaining the two non-habitable <br />outbuildings (a barn and a workshop), and constructing 110 new residential units, restricted to persons <br />55 or older. <br />The project site is approximately 46.3 acres and consists of Assessor’s Parcel Numbers (APNs) 213-020- <br />037 and 213-020-046-08, located at 4141 Foothill Boulevard. The site is identified as a potential site for <br />rezoning number 22 in the 2023-2031 (6th) Cycle Housing Element Update (Housing Element Update). <br />The project site is bounded by Foothill Road (west), Interstate 680 (I-680) (east), medium density <br />residential (north, and low density residential (south). There is a large, cement-block sound wall that <br />borders the east portion of the property and separates it from I-680. <br />The proposed project would consist of 92 single-family market rate homes and a combination of 18 <br />single-family duets and detached homes that would be deed-restricted to moderate income households. <br />The market-rate homes would range in size from approximately 2,334 square feet to approximately <br />4,936 square feet, with detached and attached Accessory Dwelling Units (ADUs) available as options on <br />some lots. The 18 affordable homes would range in size from approximately 1,264 to approximately <br />1,403 square feet. <br />The proposed project would also include construction of a mini-park with exercise equipment and a <br />centrally located recreation center encompassing over 5,900 square feet. The recreation center would <br />include a fitness center, pickle ball courts, swimming pool, spa, demonstration kitchen, multi-purpose <br />room, great room, outdoor entertaining area, massage room, and sky bar. <br />The proposed project would also construct the missing portion of the Marilyn Murphy Kane Trail <br />Northwestern Connection – Trail H, which is a priority improvement identified in the latest Pleasanton <br />Trail Master Plan. Vehicular access to the site would be provided from a new roadway connection to <br />Foothill Road. Three potential emergency access routes would be provided, as identified in the project <br />plans. <br />The project site is located within Unincorporated Alameda County, but it is located within the City of <br />Pleasanton’s Sphere of Influence and Urban Growth Boundary. The project site is designated East County <br />Area Plan-Low Density Residential (ECAP-LDR) by the Alameda County (County) General Plan and zoned <br />Agriculture (A) and PD 2022 by the County. <br />The project site is designated Low Density Residential (LDR) with a Housing Element Sites Overlay by the <br />City of Pleasanton General Plan, and it is not prezoned by the City. The project would be annexed into <br />the City, and it would be prezoned, consistent with the site-specific density set forth in the Housing <br />Element.
