For Point#1 (Notification via yellow Postcards for Future Rezonings), the residents next to the Neal <br /> .wk Property; and apparently the other 20"housing opportunity sites" selected for the 6th Cycle Housing <br /> Element,just received an October 26 yellow card (attached) regarding a November 8th Zoning <br /> Administrator meeting for Municipal Code Amendments for these sites. <br /> It's great that the City sent out the cards, and we would ask that our June 1st letter and this email be <br /> included as comment for this November 8th, 2023 meeting. <br /> Unfortunately, this still leaves open the question of why yellow cards were not sent out for any of the <br /> previous City Council and Planning Commission meetings regarding the housing element while crucial <br /> issues like site selection and density were still open (Point#1 in the letter) In our meeting with Mayor <br /> Brown, she did not have an explanation. In our meeting with Vice Mayor Balch, he gave the explanation <br /> that since so many sites were under consideration, a large fraction of the City's residents would have to <br /> receive cards, which was impractical. That explanation no longer makes sense given that the City just <br /> sent out cards for 21 of the 29 sites. <br /> We again request the City Council to officially change City policy so that yellow cards are sent out <br /> to residents next to sites under consideration for all public meetings regarding the 6th,7th and <br /> future Cycles. <br /> Keeping the current practice of only sending out yellow cards once all the crucial issues have been <br /> finalized and submitted to the state excludes affected residents from the planning process.
