<br />Resolution No. PC-97-23 <br />Page 9 <br /> <br />The plan check will be accepted only after completion of the Design Review procedure's <br />fifteen (15) day appeal period, unless the applicant submits a signed statement <br />acknowledging that the plan check fees may be forfeited in the event that the approval is <br />overturned or the design is significantly changes as the result of an appeal. IN no case <br />will a building permit be issued prior to the expiration of the fifteen (15) day appeal <br />period. <br /> <br />15. All conditions of approval shall be attached to all building permit plan check sets <br />submitted for review and approval. These conditions shall be attached at all times to any <br />construction plans kept on the site. It is the responsibility of the property-owner/ <br />developer to ensure that the project contractor and subcontractors are aware of, and abide <br />by, all conditions of approval. Prior approval from the Planning Department must be <br />received before any changes are constituted in site design, grading, house design, house <br />colors or materials fence material, fence location, etc. <br /> <br />16. The soils engineer shall certify the pad compactions of all lots containing fill to the <br />satisfaction of the Director of Building Inspection prior to the issuance of building <br />permits. <br /> <br />17. The developer shall submit plot plans for each of the residential lots showing building <br />setbacks and a topographic plan showing grading and drainage. Pad elevations, finish <br />floor elevations, retaining walls, easements, and maximum height of the highest structure <br />are to be indicated on the plan. All residential plot plans shall show compliance with <br />2907(d) and 700l2(d) of the Uniform Building Code. <br /> <br />18. The developer shall submit record tract grading plans showing: I) the elevation of all <br />four comers of the lot as well as the center of the lot, 2) all top and toe of slope <br />elevations, and 3) the top and toe of all retaining wall elevations. The record grading plan <br />is to be submitted to the Director of Building Inspection before the first house final. <br /> <br />19. The developer shall submit a pad elevation certificate prepared by a licensed land <br />surveyor or registered civil engineer to the Director of Building Inspection and Planning <br />Director, certifying that the pad and building locations (setbacks) are pursuant to the <br />approved plans, prior to receiving foundation inspection for the structure. <br /> <br />20. All retaining walls higher than four feet from the top of the wall to the bottom of the <br />footway shall be constructed of reinforced concrete or shall be an approved crib wall <br />type. Calculations signed by a registered civil engineer shall accompany the wall plans. <br /> <br />21. Prior to issuance of a building permit, the developer shall pay the applicable Zone 7 and <br />City connection fees and water meter cost for any water meters, including irrigation <br />meters. Additionally, the developer shall pay any applicable Dublin San Ramon Services <br />District (DSRSD) sewer permit fee. <br />
