PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Introduction of proposed Memorandum of Understanding between the City of Pleasanton and the <br /> Pleasanton Police Officers' Association for a three-year term ending May 31, 2026 <br /> Recommendation: Provide comment regarding the key elements of the tentative agreement <br /> negotiated between the Pleasanton Police Officers' Association and the City of Pleasanton. <br /> City Manager Beaudin introduced the item and staff. Tim Davis with Burke Williams & Sorensen <br /> presented the item and responded to questions. <br /> Mayor Brown opened public comment. The following individual provided comment: Brian Jewell. <br /> Mayor Brown closed public comment. <br /> 13. Public Hearing —Adopt resolutions to amend the Master Fee Schedule for water and sewer rates <br /> effective November 1, 2023, and January 1, 2024 for sewer and water rates, respectively <br /> Recommendation: Accept the 80 validated protests to the rate changes received as of the close of <br /> business on September 8 (the date of the drafting of the report) as well as any additional protests <br /> received through the public hearing on September 19, 2023. If the City does not receive written <br /> protests to the rate changes from more than 50 percent of the affected customers, staff <br /> recommends the City Council waive the full reading and adopt resolutions for the proposed <br /> changes in the Master Fee Schedule to be effective November 1, 2023, and January 1, 2024, for <br /> both water and sewer rates. <br /> City Manager Beaudin introduced the item and staff. Norm Dorais, Interim Public Works Director, <br /> Tamara Baptista, Assistant Director of Public Works, and Brian Bass with Raftelis Financial <br /> Consultants presented the item and answered questions. <br /> Mayor Brown opened the public hearing to receive comments. The following individuals provided <br /> comment: Charles Abney, Lon, Sanjay Kamat, Vicki LaBarge, Deseree Ralph, Jim McEnerney, <br /> Stephen Wallace, Vasudha Gadre by Sanjay Kamat, Jon Krueger, and Linda Kelly. <br /> Mayor Brown reported at 9:09 p.m. that Councilmember Testa left the meeting due to family <br /> emergency and would not be returning to the meeting. <br /> Mayor Brown called for a recess at 9:53 p.m. The meeting reconvened at 10:04 p.m. <br /> The Mayor resumed the public hearing. The following individuals provided comment: Art Gwerder, <br /> Larry Gossett, Arne Olson, Rosalind Rondas, Mike Chen, Kelly Ceglio, Deepak, Ganesh, Billie <br /> Otis, Dean Wallace, Bart Hughes, and Faiza Amer. <br /> Mayor Brown closed the public hearing. <br /> Mayor Brown called for a recess at 10:45 p.m. to verify tabulation of submitted written protests. <br /> The meeting reconvened at 10:52 p.m. <br /> Norm Dorais, Interim Public Works Director, reported that 202 written protests were received by <br /> the close of the public hearing. <br /> City Council Special Minutes Page 4 of 5 September 19, 2023 <br />
