<br /> if included) <br /> City Council Meeting Date November 07, 2023 <br /> Agenda Item Number Water Rate discussion <br /> Comments Mayor, council members, and city staff, <br /> First thank you for continuing to work on this serious issue. <br /> I would like you to consider the following issues when contemplating <br /> this next rate increase: <br /> 1. Surcharge (for 2 years) vs a Permanent Increase for a temporary <br /> problem: <br /> - $4M / year loss of revenue due to the wells being down is a <br /> temporary problem given they should be operational in 4 years <br /> - $2M/year alternative water study is temporary <br /> - Replenishing the enterprise fund to 35% is a temporary activity — <br /> once replenished the surcharge isn't necessary <br /> Otherwise you are permanently increasing our rates when it is <br /> clearly not justified 3 or 4 years from now, as the majority of <br /> expenses are temporary. <br /> The rates do need to increase (inflation, cpi etc) -- but the <br /> temporary needs should not be permanent <br />
