Transition to fixed charge to cover fixed costs. <br /> My first suggestion is to move the Pleasanton water utility fee <br /> structure to have the fixed charge be increased in order to cover <br /> M&O costs, and have the Pleasanton water usage variable part be <br /> set to that which is necessary to maintain and operate the <br /> Pleasanton wells. <br /> 2. Water Enterprise fund Emergency Replenishment temporary <br /> increase <br /> My second suggestion is to add a sunset any increase that provides <br /> for the current replenishment needs of the Water Enterprise fund. <br /> The city is going to need to reassess water utility funding in the <br /> future in any case, in order to address the currently unknown costs <br /> of PFAS water treatment. As an option, add a new line item on the <br /> water bill - something like "Emergency Water Enterprise Recovery" <br /> Background <br /> Experience from the last drought illustrates the problem with paying <br /> for fixed costs with a variable revenue steam. When water usage <br /> went down due to conservation in response to the drought, <br /> Pleasanton's water utility needed to raid its Water Enterprise fund <br /> surplus. Add to that the sudden shut down of our own wells, and <br /> Water Enterprise fund depletion was inevitable. <br /> Unlike Pleasanton, Livermore does not charge for variable water <br /> usage beyond the cost of water from Zone 7. Livermore utility M&O <br /> revenues are only from the fixed service fee based on connection <br /> size. And, as your Q&A on-line documentation shows, Livermore <br />
