Resolution No. PC-97-09
Page 4

3. The plan is compatible with previously developed properties in the
vicinity and the natural, topographic features of the site.

The site is an infill property surrounded by both residential and industrial uses.
The proposed 360-unit mixed density (low-, medium-, and high-density)
residential development would be consistent in overall density with the existing
residential developments that surround the project site. The site is relatively flat.

4. The grading takes into account environmental characteristics and is
designed in keeping with the best engineering practices to avoid erosion, slides, or
flooding to have as minimal an effect upon the environment as possible.

The subject property is relatively flat. Grading will be limited to building pads and
streets. City building code requirements would ensure that building foundations
and roadways are constructed on properly prepared surfaces. As conditioned, the
design of the proposed development would provide adequate drainage to prevent
flooding. Erosion control and dust suppression measures will be documented in
the final map and will be administered by the City's Building and Public Works
Departments. Urban cleanwater runoff measures will be incorporated into the
project through conditions of approval. The property is not located in the
Alquist-Priolo Study Zone. According to the United States Department of Housing
and Urban Development Flood Hazard maps, no portion of the site is located in a
flood hazard zone.

5. The streets and buildings have been designed and located to complement
the natural terrain and landscape.

As conditioned, the streets and buildings have been located and designed to
complement the natural terrain by creating only minimal changes, necessary for
on-site utilities, to the site's relatively flat topography.

6. Adequate public safety measures have been incorporated into the design of
the plan.

Several public safety measures have been incorporated into the design of the
proposed development plan and off-site improvements. As conditioned, all on-site
streets and improvements to existing, off-site roadways meet City standards which
would ensure that adequate access is provided to all residences for police, fire, and
other emergency vehicles. Additionally, utility service, particularly storm drainage
collection, would be installed to both the proposed development, as well as to
several existing facilities which currently operate with temporary systems.
